Attachment A

Page 3

Our basic services will also include attendance at a minimum of one (maximum of
three) public information meetings with the affected neighborhoods/homeowners
along Holland Street. We will also attend periodic coordination meetings with City
Engineering staff, estimated at an average of twice per month, during the
preliminary engineering phase.

The P.R. will include preliminary plans and profiles and applicable construction
details of the street reconstruction. Existing street grades are to be maintained as
much as possible.

The P.R. will include a sequence of construction and traffic control plan. The plan
will address known factors such as traffic counts and traffic patterns (provided by
the City), presence of schools and emergency vehicles, as well as provide for the
safety of the travelling public.

The P.R. will include an Engineer's estimate of probable construction costs to
complete the proposed improvements. We request that the City furnish us their
latest bid tabulations for use in preparing the estimate.

II. FINAL DESIGN PHASE

Once the Pre-Design Report is approved, the contract documents will be prepared,
based on the recommendations in the report. The plans will include final refinement
of the roadway reconstruction plans and profiles, environmental protection, traffic
control, pavement markings, and all details required to complete the project.
Contract documents, including construction drawings, technical specifications, and
special provisions, if needed, will be prepared for City review. A project manual
including the City's latest front-end documents will be compiled. Current standard
details and specifications will be used whenever possible.

If utility adjustments are required to complete the planned improvements,
engineering design and drafting will be included as a supplemental agreement to the
contract.

III. BID ASSISTANCE PHASE

This phase includes printing and distribution of construction documents, attendance
at the Pre-Bid Meeting and Bid Opening, and preparation of Addendum, if required
to clarify or change the contract documents. We will also evaluate the bids
received, verify bidders' previous similar work and references, and provide
recommendation for construction contract award.
