ATTACHMENT "A"

Archeological Services Proposal

Spring Lake Waterline

Proposed Scope of Work for AP&C Archeological Services
for
the City of San Marcos
Spring Lake Waterline
Significance Testing and Site Data Recovery
Hays County, Texas

Introduction

The City of San Marcos sponsored a mechanical archeological survey of a 2100 foot (640
meter) segment of the 24-inch diameter Spring Lake Waterline where it crosses property
owned by Southwest Texas State University, a political subdivision of the State of Texas.
The waterline crosses portions of previously recorded site 41 HY37, a significant
prehistoric site that is in the process of being formally designated as a State Archeological
Landmark by the Texas Historical Commission (THe). One newly found prehistoric site
was recorded, assigned the number 41 HY306, and recommended for testing to determine
the research value or significance of the archeological deposits.

A review of the findings and recommendations following the survey, by the THC, resulted
in a req uest for additional archeolog ical work to be condu cted at site 41 HY37 and site
41 HY306, before the waterl ine is installed. The City of San Marcos, Department of
Environment and Engineering requested a proposal for the additional archeological
services from AP&C and two other firms. Presented below is a proposal with
qualifications, rate sheet, task time requirements, scheduling, and estimated costs.

Antiquities Planning & Consulting (AP&C), Kyle, Texas proposes to conduct archeological
services as requested by the Texas State Historical Commission in Mr. Mark Denton's
Letter of June 15, 1999 to Mr. Ross Fields regarding the Spring Lake Waterline. The
additional work consists of significance testing at newly recorded site 41 HY306 and
excavation of a small data recovery block at previously recorded site 41 HY37.

Testing will include hand excavation of two 1 x1 meter test excavation units at site
41 HY306 in the vicinity of Trench 5. Units will be placed on either side of the
archeological trench and dug to 2.4 meters or 6 feet deep (the maximum depth of the
waterline trench) to identify any highly significant deposits. If no significant deposits are
discovered the waterline project will be allowed to proceed through the site with no further
investigation. If significant deposits are found at site 41 HY306, additional work in the form
of the excavation of a 2x2 m block could be required by the THC.

Data Recovery at site 41 HY37 will include the hand excavation of one 2x2 meter
excavation block and analysis of the contents of the deposits with the intent that the
excavation could serve as mitigation of the portion of the site where the waterline trench

Antiquities Planning & Consulting

Page 1
