<br />Iiays t'nWH:, <br /> <br />The Hays County Mitigation Planning Committee, under the direction of Mark Chambers, <br />Hays County Fire Marshal and Planner-in-Charge, is comprised of representatives from the I <br />County and the incorporated communities listed above with planning assistance provided by <br />Halff Associates, Inc. (consultants). <br /> <br />The ultimate goal of the Mitigation Planning Committee is to prepare a Hays County <br />Mitigation Plan that is all encompassing to satisfy the planning requirements of three Federal <br />Programs; the Disaster Mitigation Act of 2000 (DMA 2000) and the Hazard Mitigation Grant <br />Program (44 CFR Parts 201 and 206), the Flood Mitigation Assistance (FMA) Program, and <br />FEMA's Community Rating System (CRS) Program. For preparing of the Hays County <br />Mitigation Plan, the Planning Committee selected FEMA's ten (10) step planning procedures <br />outlined in the Community Rating System (CRS) Program. The ten step planning process for <br />the Hays County Mitigation Plan is as follows: <br /> <br />(1) Organize to prepare the Plan (CRS Activity 511.1) <br />(2) Involve the Public (CRS Activity 511.2) <br />(3) Coordinate with other agencies (CRS Activity 511.3) <br />(4) Assess the Hazard (CRS Activity 511.4) <br />(5) Assess the Problem (CRS Activity 511.5) <br />(6) Set goals (CRS Activity 511.6) <br />(7) Review possible activities (CRS Activity 511.7) <br />(8) Draft an action plan and prepare FEMA "Crosswalk" Checklist(CRS Activity 511.8) <br />(9) Adopt the plan and submit to TxDEM (CRS Activity 511.9) <br />(10) Establish procedures to implement, evaluate, and revise the Plan (CRS Activity 511.10) <br /> <br />I <br /> <br />Copies of mitigation committee meeting agendas, minutes, and attendance records are on file <br />in the Hays County Office of Emergency Management (OEM). <br /> <br />The Hays County Mitigation Plan has a "plan life" of five (5) years following formal adoption <br />followed by annual reviews and plan update at Year 5. <br /> <br />The Mitigation Planning Committee met monthly from April 2003 to October 2003 to prepare <br />the mitigation plan following FEMA' s CRS 10 planning steps. The chronological listing of <br />Mitigation Planning steps and accomplishments are listed in Section 1.2. Committee members <br />provided input and guidance in the plan development. During the month of July 2003, a <br />mitigation planning questionnaire was distributed to over 100,000 residents within the county <br />and incorporated communities via the Hays County website (www.co.havs.tx.us) and the San <br />Marcos City website (\vww.ci.san-marcos.tx.us). The questionnaire was distributed in an effort <br />to increase public awareness and to promote involvement regarding mitigation planning and <br />floodplain management. On January 28, 2004 a Press Release notice was placed on the Hays <br />County website and published in the San Marcos Daily Record announcing a public meeting to <br />discuss the Mitigation Plan. The public meeting was held on February 17, 2004 at 6:30 PM in <br />the Hays County Commissioners Court Room at the Hays County Courthouse. <br /> <br />I <br /> <br />Hays County, Texas <br />Mitigation Plan <br />15 <br />
