Effectively, Broaddus assists its owners in the preparation of strategic <br />plans, facilities space needs assessments, master plans and long range capital programs plans that <br />are achievable. <br /> <br />Urban Planning Approach <br />The Downtown Master Plan for San Marcos will be a dynamic tool to guide future <br />redevelopment of the City's urban core. It will serve as a guide to: <br />· Enhance economic development and the business realm; <br />· Provide for higher "quality of life" factors downtown; <br />· Recommend opportunities to enhance the historic district; <br />· Foster a "Town-Gown" connection with the University; <br />· Guide physical improvement to facilities, infrastructure and open space; <br />· Provide a consistent message and "directioning" to the first-time visitor; and <br />· Accommodate connectivity to adjacent neighborhoods and major transportation network.., <br />(roadway and rail) <br /> <br />The Broaddus team is delighted to be further considered for this important undertaking.. Based on <br />our understanding of the project background and the City's scope of work, the following <br />constitutes our team's technical proposal as it relates to our project planning methodology and <br />approach. <br /> <br />Our process is a fluid approach to planning. It is an approach that anticipates the inherent <br />and priority shifts that inevitable occur in during master planning. Our process includes five <br />phases: <br /> <br />1) Initiation: Begins the projects by aligning expectations, establishing planning goals, and <br />charting a path for the planning project <br /> <br />2) Analysis: Involves the accumulation and analysis of quantitative and qualitative data <br />necessary to generate a realistic portrait of the service area. <br /> <br />3) Concept: Focuses on early development of planning scenarios that holistically address <br />the project's development. <br /> <br />4) Development: Involves further study of the preliminary concept plan,. including evaluation in <br />greater detail of discrete site areas, so that it may he used to describe innovative <br />development ideas, to obtain input and build consensuS from stakeholders. <br /> <br />5) Refinement: Includes preparation of the final composite plan and relate supporting <br />documents. <br /> <br />These five phases are followed by the preparation of the actual product documentation and <br />report. <br /> <br />Phase 1: Initiation <br /> <br />Initiation is the exercise of gathering, organizing and <br />prioritizing sometimes disparate information into a <br />common set of goals. In this phase, we spend time in your <br />community and with the stakeholders involved with the <br />plan. We tour the downtown sites and buildings, <br />preliminarily review data provided by the City and sit <br />down with your stakeholders to initiate the planning <br />process. <br /> <br /> <br />We will begin with a kick-off session. This process is not <br />unlike that of many project related kick-off sessions with <br />which you have been involved.
