These concepts will address and analyze options for site, landscape, infrastructure, <br />transportation, parking, and new building construction, as well as property acquisition~ lease or <br />divesture. The preliminary plan will he evaluated for effectiveness based on how well it support <br />the objectives developed earlier in the project. <br /> <br />Phase 3: Tasks and Outcomes <br />· Prepare initial Downtown Concept Master Plan, <br />addressing: <br />Growth accommodation (near- and long-term) <br />Regional context, land use and real site <br />requirements <br />Circulation (vehicular, transit, and pedestrian) <br />Overall infrastructure impacts <br />Implementation and phasing <br />Community context <br />Cost implications Stakeholder Group WOrkshop - Hays <br />M · h 'T' h . County Municipal Complex Master Plan <br />· eet WIt 1 ec nlca ISOry ommlttee <br />representatives to review progress, discuss concept alternatives and select a preferred <br />direction <br />· Conduct Analysis session with the Citizens Advisory Committee (City Task Force) <br />· Present Concept Plan in Community Workshop #2 to related stakeholder groups <br />(consensus building) <br /> <br />Phase 4: Develonment <br /> <br />The Development Phase involves further study of the <br />preliminary concept plan, including evaluation in greater <br />detail of discrete site areas, so that it may be used to describe <br />innovative development ideas, to obtain input and build <br />consensus from stakeholders. Proposed and existing features <br />will both be illustrated and differentiated from one another. <br />Peripheral land holdings will be evaluated in the context of the <br />demographic and regional development, as well as regional <br />transportation connectivity and infrastructure resources. <br /> <br /> <br /> <br />Discrete areas of downtown may be studied at a greater scale <br />of detail in order for the planning team to test technical <br />feasibility and refine concept plan ideas. <br /> <br />Phase 4: Tasks and Outcomes <br />· Develop the earlier Concept Plan, including <br />comments received on community forums <br />· Filter and analyze critical issues in specific site areas, <br />sub-districts, and detail areas, including: <br />Pedestrian/vehicular circulation '~~~~ <br />General surface and structure parking <br />requirements <br />(Note: Detailed analysis of parking garage impact, including economic viability,. <br />construction and payment would require a separate more thorough parking) <br />Lighting, paving, furniture, equipment, etc. <br />· Prepare gateway/corridor plan <br />
