This often takes <br />the form a of a regional overlay plan showing existing <br />and proposed downtown configurations, as well as more <br />detailed breakdowns of projections by individual site <br />locations. It includes an implementation plan and <br />projected project list, recommending how the master plan <br />can be incrementally put in place over time. <br /> <br /> <br />Master plans should be created to implement, not <br />simply be a dream or document to collect dust on a <br />shelf. Critical to implementation is the ability to <br />finance the capital facilities, equipment, and technology <br />needed to achieve the vision and strategic direction. Assessing the existing state of revenue and <br />resources is a key starting point. Realistically estimating the cost of capital improvements, future <br />operation and maintenance cost, as well as investment in technology begins during the plan,ning <br />phase. <br /> <br />Final Plan Presentation · City of San MafCOl <br />City Council, Texas State Master Plan <br /> <br />This phase also includes the broadest thinking possible to maximize revenues to implement the <br />master plan. Thinking is needed well beyond the traditional sources of funds to leverage a111'eJrn18 <br />of revenue - philanthropy, partnerships, existing real property, and even energy-saving <br />performance contracts. For the Downtown Master Plan, this should incorporate analysis of such <br />special districts as tax increment reinvestment zones, municipal management districts, public <br />improvement districts and other allowable Texas municipality districts. This can produce capital <br />that can make the difference in whether a plan is implemented sooner or rrluch later. <br /> <br />This refined fmal plan will consist of documents and presentations that aggregate the outcomes of <br />the previous phases. <br /> <br />Phase 5: Tasks and Outcomes <br />· Prepare and refme draft master plan document (aggregate of data analyzed, conceived, <br />and developed in previous phases) <br />· Conduct work session with Technical Advisory Committee representatives to review <br />progress and discuss the refined, fmal draft plan <br />· Conduct Refinement session with the Citizens Advisory Commitree (City Task Force) tt) <br />present the final plan <br />· Present final refined plan to stakeholder groups in final Community Workshop #4 <br /> <br />Documentation <br />During and overlapping the final stage of the Concept phase, the Broaddus team will begin <br />preparation of the final report. The report will consist of documents and p.-esentations that <br />aggregate the outcomes of the previous phases. This document will he pre;pared and provided in <br />both digital and hard-copy foOllal. <br />
