San I larcos Texas
GAP Analysis

Executive Summary

During the week of March 31 to April 2, Harris met with San Marcos representatives to
perform a GAP Analysis. The purpose o£this GAP Analysis was to review San Marcos
requirements, expectations, and current system processes and from there identify the
areas where the existing functionality in PUBs matches well with the current legacy
system, where modifications to current business processes will resolve the issues and/or
where modifications to PUBs will be required to resolve the issue.

The approach taken in performing the GAP Analysis was to demonstrate the various
functions available in PUBs and then discuss any variations or issues as they relate to San
Marcos current process. The GAP Analysis demonstration included:
a look at key set-up tables such as service types, categories, stat codes
rate tables as they related to stat profiles and how they related to San Marcos rate
structure
the creation of a new premise / account
creation of service orders to manage change of occupm~ts at a premise
creation of service orders to manage any number of service related issues
meter changes / meter replacement
cycle billing, payment and collection process

The GAP Analysis identified the following as being key issues:
Tax will be required as a separate Service Type to ensure payments m'e applied to
tax related charges first. PUBs does not allow payment for the remaining services
to be applied proportionally.
Write-offs remove the balance from the account record and must be reversed prior
to apply recovered payments.
· Modifications will be required to allow the system to identify accounts that are
subject to an Electric Bill Code change based on usage history.
· Central Cash is not a standard function of PUBs

A complete list of items discussed along with any issues identified, possible solutions or
potential modifications are included below. Issues identified by San Marcos have been
highlighted in red. Possible solutions to these issues are highlighted in blue and potential
modifications are highlighted in purple.

It would appear from this GAP analysis that PUBs will prove to be an ideal solution to
meet the needs of San Marcos. The majority of the functionality required by San Marcos
already exists in PUBs. With the exception of the key issues not above there are little or
no changes required to PUBs to met the needs of San Marcos.
