14. <br />Regular Meeting April 28, 2003 Page 10 <br /> <br />Mayor Habingreither introduced for consideration Item 27 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN THE CITY <br />AND GREEN GUY RECYCLING SERVICES FOR OPERATION OF A RECYCLING CENTER <br />AND RELATED SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption the Resolution and Mr. Taylor seconded <br />the motion. Mr. 0'Leafy stated there were no responses to a Request for <br />Proposal for Recycling Center Services. He also stated these services are <br />currently provided by Green Guy Recycling Services, under a subcontract <br />with BFI Waste Services of Texas, L.P., which will expire on June 30, <br />2003. Mr. O'Leary stated this Resolution is to approve a temporary <br />contract with Green Guy for a 6-month period until the RFP process can <br />begin again. Mayor Habingreither inquired why the City would only offer a <br />temporary contract for 6 months. Mr. Mayhew stated he would like to see <br />the City provide a long-term contract. Mr. Mihalkanin and Mr. Taylor both <br />agreed they would like to see a 5-year contract with Green Guy. Ms. <br />Narvaiz inquired as to the length of time to respond to the RFP. Mr. <br />0'Leary stated there was an adequate period of time. He felt the <br />insurance requirements were difficult for most companies to meet. Mr. <br />Taylor asked if a contract can be awarded without going through another <br />RFP. Mr. Mark Taylor stated since there was an RFP and the City received <br />no bids, a contract can be negotiated. Mr. 0'Leary stated Staff can <br />negotiate a contract with Green Guy and bring it back to the next Regular <br />Meeting on May 12, 2003. Mr. Taylor moved to table the Resolution until <br />the next Regular Meeting scheduled for May 12, 2003, and Mr. Mayhew <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration Item 28 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN EXTENSION OF THE CITY WATER AND WASTEWATER MAINS TO <br />SERVE THE PROPOSED MCCARTY RANCH PHASE 2 DEVELOPMENT OFF OF MCCARTY <br />ROAD NEAR HUNTER ROAD; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution and Ms. Narvaiz seconded <br />the motion. Mr. O'Leary stated the City has received a request from the <br />developer for utility services outside City limits. He stated this <br />extension would also include a voluntary annexation into the City. Mr. <br />Taylor asked if the City's only expense would be for pipe overage. Mr. <br />O'Leary stated any additional expenses would have to be approved by the <br />City Council. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br /> <br />
