It is anticipated that the Consultant will meet with the City at least five times, at least one <br />meeting per phase of this Project, meet with the City Task Force at least five times, at least one <br />meeting per phase of this Project and conduct four community workshops beginning in Phase 2 <br />and ending with Phase 5 of the Project. <br /> <br />1.2.4 Establish a guiding set of principles for the Project. <br /> <br />1.3 PHASE 2 - ANALYSIS <br /> <br />The Consultant will: <br /> <br />1.3.1 Rely upon existing data, studies, visual assessments, reports, qualitative data and interviews <br />in order to generate a realistic portrait of the Project area and consider outside forces that will <br />influence the programs and growth of the downtown community. <br /> <br />1.3.2 Receive, review, and analyze the following information: <br /> <br />I <br /> <br />a) City's strategic plan and mission statement; <br />b) Community Survey results; <br />c) Needs assessments; <br />d) Existing/available demographic projections; <br />e) Historical data/trends; <br />f) Any existing site reports; <br />g) Surveys (including topographical, boundary, and utility infrastructure); <br />h) Existing building and grounds drawings (CADD documentation of existing plans); and <br />i) Other information as available from the City. <br /> <br />1.3.3 Consider the following for analysis: <br /> <br />a) Adjacent and surrounding communities and regional development; <br />b) Regional demographic projections (population, workforce, immigration rates, etc.); <br />c) National and State downtown and urban planning trends; <br />d) Consistency and alignment of program and strategic plan/mission statement; <br />e) Mixed-used development partnerships (private/public, Transit Oriented Development <br />"TOD", etc.); <br />f) Resource assessment - physical/financial; <br />g) People -Community Surveys; <br />h) Current building use and character; <br />i) Historic facilities / historic district; <br />j) Landscape and vegetation; <br />k) Core downtown and parameter areas; <br />I) Regional utilities infrastructure; <br />m) Water and land forms (San Marcos River); <br /> <br />I <br /> <br />Downtown Master Plan Contract <br /> <br />3 <br />
