<br />n) Transportation connectivity (vehicular, pedestrian, parking, and public transit - Austin- <br />San Antonio Intermunicipal Commuter Rail District); <br />0) TSU-SM Master Plan; <br />p) Federal/State/Local codes, policies and regulations; and <br />q) Central Texas related contextual influences. <br /> <br />I <br /> <br />1.3.4 Provide a market niche analysis of the Project area as prepared by TIP Strategies, a <br />subconsultant to the Consultant. This analysis of the Project area will gauge the projected <br />demand for office, retail, and residential development in the Project area. The Consultant will <br />supplement this quantitative analysis with the Consultant's qualitative analysis, by meeting with <br />individual shop owners, and prospective office tenants to fully understand lease rates, vacancy <br />levels, construction costs, and overall demand for each market sector. The Consultant will <br />combine the qualitative and quantitative analysis results to illustrate the best market <br />opportunities for the Project area. <br /> <br />1.3.5 Assist the City in resolving key issues regarding the Project such as the role the <br />downtown has in San Marcos' economic growth, and the larger regional economic development <br />vision for the San Marcos area. <br /> <br />1.3.6 Synthesize and analyze information collected during this phase, and provide this <br />information to the City for its use in developing the subsequent planning phases. <br /> <br />1.3.7 Prepare base map materials for the downtown master plan based on existing data. <br /> <br />I <br /> <br />1.3.8 Prepare an opportunities and constraints diagram. <br /> <br />1.3.9 Identify qualitative and quantitative data for incorporation into a base map that will <br />influence the concept plan. <br /> <br />1.3.10 Meet with City representatives to review progress as requested. <br /> <br />1.3.11 Conduct an analysis session with the City Task Force. <br /> <br />1.3.12 Conduct public involvement Community Workshop #1. <br /> <br />1.4 PHASE 3 - CONCEPT <br /> <br />The Consultant will: <br /> <br />1.4.1 Strategically identify ways of promoting downtown regional connectivity and interaction <br />among community, government, businesses, visitors, TSU-SM etc., as well as other potential <br />stakeholders identified as users of the downtown district. <br /> <br />4 <br /> <br />I <br /> <br />1.4.2 Develop a preliminary Downtown Master Plan, addressing: <br /> <br />Downtown Master Plan Contract <br />
