<br />I <br /> <br />a) Growth accommodation (near-and long-term); <br />b) Regional context, land use and real site requirements; <br />c) Mix of uses and infill development, including retail, office, restaurant, student/high- <br />density housing; <br />d) Circulation and general way-finding (vehicular, transit, and pedestrian); <br />e) General parking requirements; <br />f) Overall infrastructure impacts; <br />g) Implementation and phasing; <br />h) Community context; and <br />i) Cost implications. <br /> <br />It is necessary that this process overlap with Phase 2, in or order to obtain an elegant and <br />appropriate planning response, even in preliminary forms. <br /> <br />1.4.3 Engage the early "Town-Gown" planning concepts initiated in the Texas State <br />University-San Marcos Master Plan, seeking creative and innovative ways to cohesively link the <br />two districts, while at the same time respecting the need to maintain distinct and sometimes <br />separate images and character within the downtown and campus districts. <br /> <br />I <br /> <br />1.4.4 Develop concepts that address the regional framework and the accommodation of <br />downtown needs identified through earlier strategic planning and analysis efforts and utilize <br />these concepts to broadly address and analyze options for site, landscape, infrastructure, <br />transportation, parking, and new building construction. <br /> <br />1.4.5 Evaluate the preliminary master plan for effectiveness based on how well it supports the <br />objectives developed earlier in the Project. <br /> <br />1.4.6 Meet with City representatives to review progress, discuss concept alternatives and select <br />a preferred Project direction. <br /> <br />1.4.7 Submit one hard copy of the preliminary master plan to the City for review and comment. <br /> <br />1.4.8 Conduct an analysis session with the City Task Force. <br /> <br />1.4.9 Present the preliminary master plan in Community Workshop #2 to stakeholder groups <br />in order to build consensus. <br /> <br />1.5 PHASE 4 - DEVELOPMENT <br /> <br />The Consultant will: <br /> <br />I <br /> <br />Downtown Master Plan Contract <br /> <br />5 <br />
