<br />1.5.1 Conduct further study of the preliminary concept plan, including evaluation in greater I <br />detail of discrete site areas, including comments received in community forums, so that it may <br />be used to describe innovative development ideas, to obtain input and build consensus from <br />stakeholders. <br /> <br />1.5.2 Illustrate and differentiate both proposed and existing features and evaluate peripheral <br />land holdings in the context of the demographic and regional development, as well as regional <br />transportation connectivity and infrastructure resources. <br /> <br />1.5.3 Study discrete areas of the Project in greater detail to allow the planning team to test <br />technical feasibility and refine preliminary master plan ideas. <br /> <br />1.5.4 Perform a limited fiscal impact analysis through the Consultant's subcontractor, TIP <br />Strategies, based on developed scenarios. <br /> <br />1.5.5 Filter and analyze critical issues 10 specific site areas, sub-districts, and detail areas, <br />including: <br /> <br />a) Pedestrian/vehicular circulation <br />b) General surface and structure parking requirements (includes brief, broad review of <br />potential parking garage location and economic and operational viability. A detailed <br />parking study of the downtown area is not included as a part of this scope of services.) <br />c) Lighting, paving, furniture, equipment, etc. <br />d) Prepare gateway/corridor plan, including general circulation and way-finding <br />e) Transit oriented development plan <br />f) Identify/prioritized preliminary near-term improvement projects, implementation <br />schedule and cost impact <br />g) Begin development of general downtown design guidelines <br /> <br />I <br /> <br />1.5.6 Prepare one limited fiscal impact analysis to include the analysis of fiscal implications of <br />two land development scenarios for one specific tract of land in the Project area. Areas the <br />Consultant will consider are the TOD station, County-owned land, or other similarly important <br />parcels in the Project area. The results of this analysis will help to depict the fiscal implications <br />of one key site in the Project area, and these results will then generally be applied in the Project <br />area. The assumptions of this analysis will be clear, and selection of this tract of land will be <br />made in consultation with City representatives. <br /> <br />1.5.7 Conduct one work session with City representatives to review progress and discuss the <br />Development Plan <br /> <br />1.5.8 Conduct one development session with City Task Force. <br /> <br />1.5.9 Present a draft Downtown Master Plan in Community Workshop #3 to stakeholder <br />groups. <br /> <br />6 <br /> <br />I <br /> <br />Downtown Master Plan Contract <br />
