<br />I <br /> <br />1.6 <br /> <br />PHASE 5 - DOCUMENTATION/REFINEMENT <br /> <br />The Consultant will: <br /> <br />1.6.1 During and overlapping the final stage of the Development Phase (Phase 4), prepare and <br />refine the preliminary Downtown Master Plan in the form a of a regional overlay plan showing <br />existing and proposed downtown configurations, as well as more detailed breakdowns of <br />projections by individual site locations. The final plan will aggregate data analyzed, conceived, <br />and developed in previous phases. The Consultant will include an implementation plan and <br />projected project list, recommending how the master plan can be incrementally put in place over <br />time. <br /> <br />1.6.2 Upon receipt of comments and the inclusion of edits at the conclusion of Phase 3, one <br />copy of the preliminary master plan will be submitted to the City for final review and comment <br />and will prepare a final master plan in 8 Y2" x II" report format to include modifications to <br />date. Upon receipt and inclusion of final edits the final master plan will be provided to the City <br />in an electronic format (Adobe .PDF) on Compact Disk for the City's use and reproduction. The <br />Consultant will provide the City with three bound color copies of the final Downtown Master <br />Plan document. <br /> <br />I <br /> <br />1.6.3 Assist the City in determining methods to maximize revenues to implement the Project. <br />For the Downtown Master Plan, the Consultant will analyze special tools such as tax increment <br />reinvestment zones, municipal management districts, public improvement districts and other <br />allowable Texas municipality districts. <br /> <br />1.6.4 Conduct a work session with City representatives to review progress and discuss the <br />refined, final draft of the Downtown Master Plan. <br /> <br />1.6.5 Conduct a refinement session with the City Task Force to present the final plan. <br /> <br />1.6.6 Present the final refined Downtown Master Plan to stakeholder groups, including City <br />Council, in final Community Workshop #4. <br /> <br />1.6.7 For each workshop session in all four phases, assemble a Power Point presentation and <br />provide the presentation for posting on the City's web site for the Downtown Master Plan. <br /> <br />1.7 ADDITIONAL SERVICES/CHANGE IN SERVICES <br /> <br />1.7.1 Since the Consultant's compensation is a fixed fee for Basic Services, including minor <br />deviations from those described in this Agreement, compensation to the Consultant for <br />Additional Services will only be for substantial deviations from the scope of services described <br /> <br />I <br /> <br />Downtown Master Plan Contract <br /> <br />7 <br />
