Regular Meeting <br /> <br />May 12, 2003 <br /> <br /> 55. <br /> <br />Page 9 <br /> <br />Mayor Habingreither introduced for consideration Item 28, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING AN AiVNUAL CONTRACT TO GENE BAGWELL DBA MAINTENANCE <br />MANAGEMENT FOR THE PROVISION OF JANITORIAL SERVICES; AUTHORIZING THE <br />PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE <br />CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Thomaides <br />seconded the motion. Mr. Mihalkanin stated he is concerned the low bidder <br />could need an addendum of more funding during the year. He stated he <br />feels the current contractor has done a good job for a number of years. <br />Mr. O'Leary stated any increase in the contract is with CIP or if the City <br />adds new buildings. He also stated if the contractor required an <br />addendum, the City Council would need to approve it. Mayor Habingreither <br />inquired if all bidders bid on the same RFP. Mr. Thomaides inquired how <br />many years the current contractor has maintained the janitorial services. <br />Mr. O'Leary stated the current contractor has held two contracts for 5 <br />years each. Mr. Thomaides asked whether the City has added more buildings <br />since 1998. Mr. O'Leary stated yes, the City has added new buildings. He <br />also stated the new RFP was done on square footage. Mr. Taylor asked if <br />Maintenance Management provided the janitorial services before. Mr. <br />O'Leary stated Gene Bagwell has held the janitorial service contract <br />before. Mr. Mihalkanin inquired why Maintenance Management was not <br />awarded the contract when it was rebid. Mr. 0'Leafy stated Maintenance <br />Management was not the low bidder at time. On roll call the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither, Taylor, Diaz. <br /> <br />NAY: Montoya. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Pro-Tem Montoya introduced for consideration Item 31 removed from <br />the consent agenda, adoption of a Resolution, the caption which was read <br />as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF PROPERTY EXCHANGE AGREEMENTS <br />BETWEEN THE CITY AND SOUTHWEST TEXAS STATE UNIVERSITY, AND BETWEEN <br />THE CITY AND ANERICAN CAMPUS (SWT II) LTD., PERTAINING TO THE <br />ABANDONMENT OF A PORTION OF FREDERICKSBURG STREET AND IMPROVEMENTS TO <br />COMANCHE STREET; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br /> <br />
