<br /> {¡;7Á <br /> Reclaimed water will be taken from the Photo * Peri Water Treatment System full scale pilot <br /> until remodeling of the San Marcos Wastewater Treatment Plant is completed for the ne\-v permit <br /> of 5-5-2-1. At that time, reclaimed water needed to meet acute drought conditions will be taken <br /> near the effluent discharge point. <br /> The reclaimed water will be treated by the Photo * Peri Water Treatment System and disinfected <br /> through a system to a level that does not exceed a BOD5, turbidity, or fecal coliform count <br /> previously described in the above paragraph. The Photo * Peri Water Treatment System has <br /> been in a full scale pilot testing mode for over two years. Data on the system has been collected <br /> on a weekly or biweekly basis since August of 1994. The system has been operated under <br />-- various conditions and rates to establish its working parameters. Specific treatment capacity is <br /> available through adding modules to the system through additional manifolding. The CUITent <br /> system takes wastewater from the final clarifier and goes through the pilot system's tanks and <br /> through the treatment process before being returned to the [mal clarifier. Our proposal consist of <br /> rerouting some of the water from the tanks to tanker trucks and to the site for distribution or to <br /> short term storage of the reclaimed water prior to use. <br /> As you may know, the City of San Marcos has pending before the Texas Natural Resource <br /> Conservation Commission Application No. 5539 to Convey Private Water Via a Watercourse <br /> which would allow reuse of the City's entire wastewater discharge through a new surface water <br /> treatment plant. The City's use of reclaimed water as described in this letter would cease if that <br /> . <br /> permit is granted, upon completion of the surface water treatment plant project. <br /> OPERATION AND MAINTENANCE PLAN <br /> The Photo * Peri Water Treatment System will be tested on a weekly schedule to comply ,'lith <br /> the TNRCC regulations. During obvious upset conditions at the San Marcos Wastewater <br /> Treatment Plant, the wastewater will not be diverted for reclaim use to ensure the quality of the <br /> reclaimed water. <br /> Weare not providing a copy of a signed contract betWeen the user and the provider since both <br /> are the City of San Marcos. <br /> All storage facilities will be clearly labeled with signs stating that the water inside the tanks is <br /> reclaimed water and not for potabl~ use. Tanker trucks and trucks hauling the reclaimed water <br /> will be labeled as such. Areas where the reclaimed water will be used will have signs for the <br /> public stating that reclaimed water is being used for irrigation purposes. <br /> In order to prevent the contamination of the potable water system, all irrigations systems that are <br /> cUITently on a potable water system will not be used for reçlaimed water. Separate facilities will <br /> be provided. <br /> All storage facilities that are not within a protected area will have locks or locking devices or <br /> removable handles to prevent unauthorized use ofthe reclaimed ,vater. <br />
