Regular Meeting April 17, 2007 Page 2 <br />Mayor Narvaiz led the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Guadalupe Carbajal <br />stated he wished to speak regarding Item 34, discussion. He encouraged the <br />Council to support adding parking to the Downtown Master Plan. He stated <br />when the Council relocates the Central Fire Station, this lot would be a <br />great location for a parking garage. 2) Larry Rasco stated he wished to <br />speak regarding Item 34, discussion. He stated he is the President of <br />Downtown Association and he encouraged the Council to do a complete job on <br />the Downtown Master Plan. He also encouraged the Council to do a thorough <br />study of parking situation and the lack of parking in the Downtown. 3) <br />Dianne Wassenich stated she wished to speak regarding Item #21, adoption of <br />Resolution. She stated she is representative from the San Marcos River <br />Foundation. She stated the Lions Club is a large supporter of San Marcos <br />River Foundation monitoring river quality. She also stated the Lions Club <br />does so much for the river through their tube rental in City Park, by <br />donating 1000 of their profits. 4) Cody Daily stated he wished to speak <br />regarding Item #21, adoption of Resolution. He encouraged the Council to <br />support this Resolution. He reviewed the donations they have made in San <br />Marcos through fundraisers and tube rental profits. He stated 950 of <br />monies raised stay in the community. He stated they are also concern with <br />the raising fee of the franchise fee in the River Shuttle Ordinance. He <br />encouraged the Council to lock in the franchise fee for certain <br />organizations. 5) Kyle Maysel stated he wished to speak regarding Item <br />#34, discussion. He stated he is the Chair of Downtown Parking Advisory <br />Board. He encouraged the Council to support Downtown Master Plan with a <br />parking study. He stated if the Downtown Master Plan is not done right <br />then there will always be parking problems in Downtown. He also stated if <br />there is not parking in Downtown then no one will come Downtown. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary provided the <br />Council with the City of San Marcos 2007 Annual Report. He stated this <br />year the theme is "Putting the Stamp on Texas ", which includes four <br />postcards and a postage stamp. He also thanked Melissa Millecam for her <br />hard work and sated there will be a reception for the announcement of the <br />report on Tuesday, March 24 at 10:00 a.m. in the Council Chambers. <br />Mayor Narvaiz introduced the City Council Report. 1) Ms. Robertson stated <br />she attended the training on Conservation Development in Kyle. She stated <br />she hopes this concept will be used widely in cluster developments. 2) Mr. <br />Guerrero stated after the events at Virginia Tech were 33 young people were <br />lost, he wanted to touch base on things in our community. He stated there <br />has been a rescue at Blanco River were the Fire and Rescue team helped <br />individuals who were swept into the river, and then the fire at the Belvin <br />Street house. He was reminded of the vulnerabilities, but Fire and Police <br />put their lives at risk for our safety everyday. 3) Mr. Thomaides thanked <br />Councilman Guerrero for his generous comments. Publicly thank our Fire <br />Department, Fire Chief, Fire Marshall Ken Bell, and the Police Department <br />
