Regular Meeting April 17, 2007 Page 9 <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDED LEASE AGREEMENT BETWEEN THE CITY AND THE SAN <br />MARCOS LIONS CLUB FOR THE LEASE OF PORTIONS OF THE RECREATION BUILDING <br />IN CITY PARK, AND TO ALLOW OPERATION OF A CONCESSION STAND IN RIO <br />VISTA PARK; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Thomaides <br />seconded the motion. Mr. O'Leary stated this Resolution is for the <br />amendment to the lease to add a concession stand in the Rio Vista Park. He <br />stated this lease will be extended for an additional five years. He stated <br />the Lions Club will give the City 750 of the profits from those sales in <br />return for the exclusive right to sell concessions at City and Rio Vista <br />Parks. This payment is far in excess of any payment that has been offered <br />through competitive bid processes, so staff accepted the offer in the best <br />interests of the City. Mr. Thomaides thanked Staff for working concessions <br />lease and getting the best lease for the City. He requested that the <br />Lions Club use river friendly packaging, which is not harmful to river <br />life. Cody Dailey, President of Lions Club, stated the Tube Rental <br />Committee is meeting tomorrow to discuss this request. The Council then <br />voted unanimously for the adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration Item 24, removed from the <br />consent agenda, approval to solicit bids for the purchase of City owned <br />property located at 300 Ellis. Mr. Guerrero moved for the approval to <br />solicit bids for the purchase of City owned property located at 300 Ellis, <br />and Ms. Couch seconded the motion. Mr. O'Leary stated the City has <br />received a request to purchase this lot. In accordance with City policy all <br />city departments have been asked for comments or concerns and none have <br />indicated a concern. He stated pursuant to the Local Government Code the <br />property must be sold via a bid process. Mayor Narvaiz inquired to whether <br />this property can be used for affordable housing. Mr. Quittner stated this <br />property can be used for affordable housing, the approval will need to be <br />amended. Mr. Robertson moved to amend the approval to read ... lot available <br />to affordable housing, and Ms. Couch seconded the motion, which passed <br />unanimously. The Council then voted unanimously for adoption of the <br />Resolution. <br />Mayor Narvaiz introduced a public hearing regarding the Fiscal Year 2007- <br />2008 Budget Policy. Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. No one did, so Mayor Narvaiz closed the public <br />hearing. Mr. O'Leary stated this is the beginning stage of the Budget. He <br />stated there will be several opportunities for citizens to come in and <br />speak to the Council. <br />
