Chapter 3 Sector Three Tomorrow <br />SECTOR THREE TOMORROW <br />Introduction <br />The first step in the San Marcos Horizons sector planning process was to identify the <br />characteristics of Sector Three and to understand the existing conditions that have shaped <br />the area into what it is today. The next step in the sector planning process involves the <br />development of a future land use plan. <br />The Sector Three future land use plan lays out suggested patterns of land use based on <br />concerns and desires of the stakeholders, adopted policies of the city's master plan and <br />sound urban planning principles. The future land use plan designates proposed future <br />general distribution, location, and extent of the uses of land for housing, business, <br />industry, recreation, open space, education, public buildings, other public facilities, and <br />other categories of the public and private uses of the land. The land use patterns in Sector <br />Three have a major influence on transportation, energy consumption, property values, <br />compatible or conflicting adjacent land uses, and possibilities for future growth. <br />The future land use plan serves as a guide for Planning and Zoning Commission and City <br />Council decisions about public and private development proposals. The future land use <br />plan also lays the foundation for zoning and subdivision regulations which implement the <br />future land use plan. This chapter, "Sector Three Tomorrow ", describes the future land <br />use plan for this sector. <br />Future Land Use Plan <br />Sector Three encompasses 948.57 acres, or 1.5 square miles; 8% of the 17.84 square <br />miles in the City of San Marcos.
