Regular Meeting June 23, 2003 Page 5 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE CONVEYANCE OF A TRACT OF CITY PROPERTY IN THE 500 BLOCK OF WONDER WORLD DRIVE TO THE STATE OF TEXAS FOR THE WONDER WORLD DRIVE OVERPASS PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE A DONATION DEED; AND PROVIDING AN EFFECTIVE DATE. Ms. Narvaiz moved for approval of the Ordinance and Mr. Thomaides seconded the motion, which passed unanimously. Mayor Habingreither introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider this Ordinance. The caption reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOT 2, BLOCK 14 OF THE SUNSET ACRES ADDITION LOCATED AT 427 PARKER DRIVE FROM nC" COMMERCIAL DISTRICT TO "R-l" SINGLE-FAMILY RESIDENTIAL DISTRICT (LOW DENSITY); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Habingreither introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider this Ordinance. Mayor Habingreither introduced for consideration an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 106.010 AND 106.074 OF THE CITY CODE TO REVISE CITY REGULATIONS FOR NONCONFROMING SIGNS AND OFF-PREMISES SIGNS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Thomaides moved for approval of the Ordinance on second reading and Mr. Taylor seconded the motion. Mayor Habingreither stated there are citizens who have signed up to speak. 1) Brad Scott stated he represents Reagan National Advertising. He stated he supports the 1 to 1 replacement program in the City and on the highways. He feels the highway needs to be included so there will be an incentive to take signs down within the City. 2) Chris Stokes stated he represents Lamar Advertising. He stated he supports the cap and replace program. He also stated he has submitted recommended amendments for the Council to consider. 3) Gay Garringer stated she is an attorney representing Gunnarson Outdoor Sign Company. She stated she delivered some proposed amend/~[ents for the Council to consider. She stated she knows several billboards on IH35 which are
