Collect field data and records. Review existing <br /> plans and reports. <br /> 2) Interview operations and maintenance staff at the plant site. <br /> 3) Obtain and review existing sludge data for past 24 months. Based on <br /> projected wastewater flows and loadings furnished by Owner, finalize <br /> design criteria for sludge quality and sludge quantity. <br /> 2.2 Develop Overall Sludge Management Philosophy <br /> 1) Review sludge management regulations contained in 40 CFR Part 503 <br /> and 30 TAC Chapter 317 and determine their applicability to San Marcos <br /> for the following sludge disposal options: , <br /> a. Land application on privately-owned sites <br /> b. Land application on city-owned property at the airport <br /> c. Marketing and distribution of a stabilized sludge product <br /> d. Co-disposal with refuse in a Type I murucipal solid waste landfill <br /> For each disposal option listed above, as applicable, identify and evaluate <br /> disposal site management requirements, disposal site record keeping <br /> requirements, and other management standards that Owner would be <br /> required to meet with sludge achieving Class A stabilization criteria, <br /> Class B stabilization criteria, ánd neither stabilization criteria. Review <br /> and evaluate advantages and disadvantages of implementing a Class A <br /> versus a Class B sludge stabilization process. Prepare a summary sheet <br /> of each disposal option suitable for distribution to the public. <br /> 2) Prepare recommendations regarding overall sludge management <br /> philosophy and review with Owner and CM in a progress meeting. <br /> 2.3 Process Alternatives <br /> 1) Based on producing sludge which achieves the stabilization standard <br /> selected under Task 2.2, identify and evaluate process alternatives for <br /> meeting the sludge treatment criteria. Process alternatives and require- <br /> ments will be evaluated for sludge thickening, sludge dewatering, and <br /> sludge disposal.
