<br /> 36¡f/ <br /> Attachment A to Contract for Engineering Services <br /> 3.2 Based on a review of applicable regulations and requirements, develop <br /> specific land application site criteria and define characteristics of <br /> preferred application sites. The site criteria to be defined will include <br /> allowable biosolids loadings; buffer zone requirements; existing and <br /> adjacent land uses; size and number of parcels; desired physical terrain <br /> features; and accessibility to Owner. Local soil types and agricultural <br /> practices will also be investigated, and those that would be compatible <br /> with and benefit from biosolids application will be identified and <br /> prioritized. Based on the identified criteria, the characteristics of <br /> preferred land application sites will be defined. <br /> 3.3 Identify areas around San Marcos within an economical haul of the <br /> wastewater treahnent plant that would be potentially suitable for land <br /> application of biosolids. These areas will be screened to determine which <br /> sites are best suited to receive sludge and which would be most <br /> accessible to Owner. Screening will consider the site criteria developed <br /> in Task 3.2. Based on the results of this task, a map will be prepared <br /> showing potential land application sites and their relative desirability. <br /> 3.4 Develop a framework for landowner biosolids disposal agreements. <br /> Provisions required by the Utilities Deparhnent to be incorporated into <br /> an agreement with landowners will be identified" such as permission for <br /> access; provisions to govern the application process; defiIÙtion of <br /> requirements for biosolids incorporation; protection against unwarranted <br /> claims for damages; and definition of other relevant provisions. The <br /> agreement framework will serve as the basis for developing a formal <br /> agreement by Owner's legal deparhnent. <br /> 3.5 In consultation with Owner, develop a plan for subscribing landowners <br /> to Owner's biosolids land application program. The plan 'will include a <br /> protocol for approaching landowners and obtain landowner subscrip- <br /> tions, and means of advertising the availability and benefits of the <br /> program. <br /> 3.6 Establish requirements for land application record keeping and site <br /> monitoring based on applicable regulations and the class of biosolids to <br /> be produced. Develop recommendations for ongoing public relations and <br /> landowner relations programs that would be beneficial to Owner in <br /> maintaining the viability of the biosolids application program. <br /> 3.7 Identify equipment requirements and program costs for land application <br /> of biosolids. Equipment requirements will be limited to that required off- <br /> site from the wastewater treahnent plant, such as sludge hauling trucks <br /> and spreaders.
