<br /> 561 <br /> Attachment A to Contract for Engineering Services <br /> 5.1 Solicit and secure landowner subscriptions to the land application <br /> program. The protocol for approaching landowners developed in <br /> Task 2.0 will be followed together with measures selected for advertising <br /> the program. Landowners will be contacted personally as part of this <br /> task and recruited into subscribing to the biosolids land application <br /> program. Assistance will be provided to Owner in executing landowner <br /> agreements. <br /> 5.2 Prepare and submit site registration applications or notifications, as <br /> appropriate. The type of registrations or notifications will be dependent <br /> on the class of sludge produced and the biosolids transporter (Owner, <br /> landowner, or third party). For application of Class B sludge, obtain site <br /> specific application site data required by the regulatory authorities which <br /> must be included in registration applications. <br /> '5'.3 Prepare equipment purchase specifications for Owner's use in purchasing <br /> the required equipment for the land application program, such as trucks <br /> and spreaders. <br /> SA Develop a site monitoring and record keeping system based on specific <br /> program requirements identified under Task 2.0. Assist Owner in <br /> implementing the record keeping program. ~ <br /> 5.5 Develop a landowner relations and a public relations program based on <br /> the requirements identified under Task 2.0. Assist Owner in imple- <br /> menting the public and landowner relations program. <br /> 5.6 Periodically monitor the biosolids application process during the first <br /> month of operation, obtain feedback from the landowner, and provide an <br /> overall program evaluation to Owner together with any reconunenda- <br /> tions for modifications as the program is continued. <br /> Task 6.0 - Final Design <br /> The design phase of the sludge processing and disposal facilities project will <br /> include the following: sludge thickening improvements; new sludge <br /> stabilization and dewatering facilities; sludge pumping improvements; sludge <br /> storage facilities; odor control facilities; polymer storage and feeding facilities; <br /> a sludge processing building; and associated site, HV Ac, and el~ctrical work. <br /> 6.1 Design Memorandum <br /> 1) Prepare a detailed design memorandum and preliminary drawings as <br /> required to establish agreement on scope, parameters, performance, and <br /> project approach.
