Amend Section 3.03 as follows: <br /> .- The city council shall be the judge of the election and qualification of its own <br /> members and other elected officials of the city. <br /> This change reflects the fact that City Council members are the only elected officials of the <br /> City. <br /> 3. Amend the first sentence of Section 3.05 as follows: <br /> . - <br /> The Mayor shall preside at all meetings of the council and shall be recognized as <br /> head of the city government for all ceremonial purposes, for the purpose of <br /> receiving service of civil process, for military purposes, and as principal liaison <br /> between council members and the city manager and other council appointees. <br /> This change recognizes the mayor's role as liaison with the city attorney, city secretary and <br /> municipal court judge. <br /> 4. Amend the first sentence of Section 3.06(a) as follows: <br /> <br /> (a) A special election to fill a vacancy shall be called in accordance with state <br /> law the Texas ejection Code. <br /> This change substitutes a broad reference to -State law in place of the limited Election <br /> Code reference. The most detailed description of the procedure for filling vacancies is in <br /> the Texas Constitution rather than in the Election Code statutes. <br /> 5. Amend the first sentence of Section 3.17(b) as follows: <br /> <br /> (b) The city council shall have the authority to remove any appointèd city official <br /> <br /> who is either appointed or approved by the city council. <br /> This change simply clarifies current wording. <br /> 6. Amend Section 4.03(b) and (c). and add (d). as follows: <br /> <br /> (b) The city council shall appoint a presiding judge for the municipal court and <br /> any associate judges it deems advisable.
