possibilities using various process modifications, the attendance of a regulatory meeting with the
Texas Commission on Environmental Quality ("TCEQ"). The Engineer will not prepare a hydraulic
model, but will prepare an assessment of the hydraulic constraints located in the area between the
aeration and secondm~ clarifiers. Furthermore, the Engineer will identify unit operation capacities
based on TCEQ guidelines and stress-testing results.

1.5.2 Address the following key issues:

a. Treatment capacities of each unit operations and the total WWTP.
b. Bottlenecks and resolution of bottlenecks.
c. Existing unit operations and future regulatory requirements

1.5.3 Conduct two site visits including staff interviews

1.5.4 Collect data.

1.5.5 Assess aeration basin operations/capabilities.

1.5.6 Prepare hydraulic capacity calculations.

1.5.7 Prepare process model of liquid treatment processes.

1.5.8 Evaluate BNR using desk-top process modeling.

1.5.9 Evaluate existing WWTP water reuse facilities.

1.5.10 Perform preliminary assessment identifying potential areas for improvements for City review
and approval.

1.5.11 Perform a final assessment.

1.5.12 Prepare five copies ora TM that identifies potential Liquid Treatment Train improvements
and present/discuss the TM during Progress Meeting No. 1. The Engineer will include the results
of hydraulic capacity assessment, PAT testing and process modeling (existing and alternative
scenarios including BNR) and an evaluation of existing water reuse facilities in the TM. Based on
input from the City, the Engineer will finalize the TM to include recommended improvements. The
Engineer will present and discuss the final TM during Progress Meeting No. 2. The Engineer will
provide the TM in digital format (.pdf or .doc).

1.6 TASK 5 ~ BIOSOLIDS ASSESSMENT AND MASS BALANCE ANALYSIS

The Engineer will:

CH2M Hill, 2.wpd 5
