1.6.1 Perform biosolids assessment and mass balance analysis of solids options utilizing field <br />inspections, data performance analysis, ATAD performance, odor assessment, major equipment <br />condition assessment, and final disposal evaluation. In addition, the Engineer will develop a mass <br />balance of various treatment scenarios in order to enable an assessment of system flexibility <br />associated with the identified treatment option. The City and Engineer agree that the Engineer will <br />evaluate a total o£tI~ree alternatives. The Engineer will also perform a capacity assessment of the <br />solids operation and options identified with and costs comparisons. <br /> <br />1.6.2 Address the following key issues <br /> <br />a. The ATAD system (alternatives and costs). <br />b. Use ofmass balance model to evaluate process achieving greatest flexibility in operations <br /> and cost effectiveness. <br />c. Evaluate treatment of secondary and primary sludge. <br />d. Evaluate final disposal risks/options/costs. <br /> <br />1.6.3 Perform two site visits including staff interviews <br /> <br />1.6.4 Collect data. <br /> <br />1.6.5 Review existing ATAD operations. <br /> <br />1.6.6 Assess BNR impacts on ATAD operations. <br /> <br />1.6.7 Evaluate primary and WAS sludge generation/handling/treatment options. <br /> <br />1.6.8 Evaluate biosolids beneficial reuse options (3 alternatives). <br /> <br />1.6.9 Develop solids mass balance flow sheets under various treatment alternatives. <br /> <br />1.6.I0 Evaluate existing solids treatment process units capacity and identify bottlenecks. <br /> <br />1.6.11 Perform a preliminary assessment identifying potential areas for improvements for City <br />review and approval. <br /> <br />1.6.12 Perform a final assessment. <br /> <br />1.6.13 Prepare five copies of a TM that identifies potential biosolids treatment train improvements <br />and present/discuss during Progress Meeting No. 1. The Engineer will include results of the ATAD <br />assessment (existing and after potential implementation of BNR), potential beneficial reuse options, <br />primary and WAS sludge handling evaluation, solids mass balances, and existing capacity <br />assessment in the TM. Based on input from the City, the Engineer will finalize the TM and will <br />include recommended improvements.
