Provide supplies and <br /> services of a professional facilitator. <br /> 3. Project Planning and Control. <br /> a. Project Procedures. Prepare a Project Procedures Manual that will <br /> r- establish the procedures and project file system necessary to <br /> control the administrative interfaces among the Owner, Program <br /> Manager, Design Engineer, and other parties. The scope and <br /> content of this manual will be periodically updated as the Project <br /> progresses. <br /> b. Regulatory Requirements. Prepare a regulatory Requirements <br /> .' Manual for the Project which identifies pertinent federal, state, and <br /> local regulatory requirements. Permits anticipated for the Project <br /> will be identified in the manual. <br /> c. Project Contracting Manual. Prepare a Project Contracting Manual <br /> to consolidate and publish information related to Project <br /> contracting and procurement. Included in this~ manual will be <br /> instructions, list of equipment and construction contracting <br /> specifications, procurement scope descriptions, and other matters <br /> related to Project contracting and procurement. <br /> d. Scheduling. Develop and periodically update an integrated Project <br /> schedule based on general schedule milestones established by <br /> the Owner and the Program Manager for permits, engineering <br /> design, procurement, construction management, and construction <br /> activities including intake and pipeline design and construction. <br /> The Project schedule will be developed in steps, with each step of <br /> development providing more detailed information, as follows: <br /> 1) Project Milestone Schedule. The Project milestone <br /> schedule will include the most important Project <br /> schedule dates. <br /> 2) Management Control Schedule (MCS). The MCS will <br /> be an integrated project schedule. The schedule will <br /> be a resource allocated, computerized critical path <br /> method (CPM) schedule. <br /> A-2 <br />
