Z 8/Vt
3) Construction Con-tro! Schedule. A computerized, CPM
construction control schedule will be developed. Each
construction contractor will be required to develop the
detailed construction schedule within the framework of
the MCS.
e. Cost Estimating, Cash Flows, and Budgets. Prepare th,e Project
cost estimate. The Project cost estimate will be developed in the
-- following steps, as the Project evolves:
1) A preliminary cost estimate of the total construction
costs of the Project will be prepared to indicate costs
by contract accounts.
2) A revised preliminary opinion of probable costs will be
developed after design parameters have been
sufficiently established to further define contract
accounts. This estimate would follow completion of
the preliminary design and will be performed by the
Design Engineer. This opinion of cost will be used in
the initial value engineering review.
~
3) Preliminary opinions of probable costs will be revised
as necessary to evaluate engineering alternatives,
optimize designs, and to assist in equipment selection
evaluation.
4) After construction contracts have been completed, a
detailed opinion of probable construction costs will be
developed prior to advertisement. This estimate will
be periodically updated to include cost of contract
change orders.
5) A cash flow forecast will be prepared for each update
of the Project estimate. The cash flow will be
coordinated with the MCS schedule.
f. Project Information Management System. Establish a Project
information system that will support the needs of engineering and
will supply timely information for construction management. The
system will be a computerized management tool. The typical
scope of the system will include the following items:
A-3
