The flow <br /> chart will be updated monthly and forwarded to the CITY and the Program Manager. <br /> Meetings <br /> <br /> 1.2.4 Attend up to six monthly progress meetings to be held in San Marcos and prepare <br /> a monthly written progress report. Also, attend up to two separate public meetings and/or <br /> meetings with regulatory agencies in San Marcos or Austin concerning the Project. <br /> Review HDR October 1994 Surface Water Supply Study <br /> <br /> 1.2.5 Review and make an overview evaluation of the assumptions, conclusions, <br /> implementation schedule, and opinions of cost presented in the CITY's October 1994 <br /> Surface Water Supply Study by HDR Engineering Inc. The validity and/or appropriateness <br /> of the water rights options presented in the study will not be evaluated other than <br /> commenting on the facilities proposed and opinions of cost for each water rights plan. An <br /> evaluation of potential regulatory requirements of State and Federal agencies including <br /> the Safe Drinking Water Act and its amendments and rules. A review of the <br /> environmental factors affecting the Canyon Lake and Guadalupe River options will be <br /> made. In addition the impact of regional participation in the Project will be given an <br /> overview evaluation. <br /> . <br /> 1.2.6 Submit eight (8) copies of a Draft Technical Memorandum to the CITY and (2) to the <br /> Program Manager for review describing the results of this overview evaluation. After <br /> review by the CITY and Program Manager, submit twelve (12) copies of a Final Technical <br /> Memorandum to the CITY for a presentation by the Program Manager to the City Council <br /> of the CITY. <br /> Perform Water Quality Analysis <br /> <br /> 1.2.7 Review existing data from GBRA and other sources and perform an analysis of <br /> existing raw water samples for locations upstream and downstream of the wastewater <br /> treatment plant discharge on the San Marcos River and on the Blanco River downstream <br /> of the confluence with the San Marcos River. In addition, available water quality data from <br /> Canyon Lake and from the Guadalupe River at Lake Dunlap will be evaluated. The <br /> purpose of this raw water quality analysis will be to (1) determine what effect, if any, the <br /> wastewater treatment plant discharge has on the river water quality, and (2) identify <br /> seasonal changes in water quality parameters. Additional sampling will be recommended <br /> as required. Up to twenty-five (25) additional raw water samples will be taken. The water <br /> quality analysis will include, as appropriate and feasible, all parameters currently regulated <br /> or proposed for regulation by the EPA or TNRCC which would impact the treatment <br /> process design. <br /> 3 <br />
