b~C-
1.2.8 Analyze raw water sources to include tÞte following parameters: pH, alkalinity,
hardness, temperature, turbidity, total organic carbon, TTHM formation potential, total
dissolved solids, bromide, nitrate, sulfate, chloride, and particle size (2 to 4 micron range).
In addition, up to four (4) of the samples will be tested for Cryptosporidium and Giardia.
Also, complete microbiological tests will be performed for up to four (4) of the samples for
shigella, salmonella, and legionella.
1.2.9 Prepare a Draft Technical Memorandum describing the findings and
recommendations and submit to the CITY and Program Manager for review. After CITY
and Program Manager review, submit a Final Technical Review Memorandum to the CITY.
Evaluate Water Treatment Plant Site
Three sites on the southeast side of San Marcos near the San Marcos River were
evaluated in the HDR Surface Water Supply Study with the recommended site being on
the south side of SH 621, east of San Marcos High School. Prior to the CITY purchasing
the site the ENGINEER will:
1.2.10 Coordinate preliminary geotechnical investigations of the site with the CITY's
geotechnical consultant to determine the suitability of the subsurface materials for
structural foundations and to determine the presence of groundwater.
.
1.2.11 Provide an economic evaluation of the additional access road cost versus value of
the frontage property. Because the recommended site fronts FM 621, it may be desirable
to locate the plant site some distance off the highway to enable the highway frontage to be
developed.
1.2.12 Using available property information from the Hays County Appraisal District
provided by the CITY, make a recommendation on property size and configuration for the
water treatment plant.
1.2.13 Prepare and submit a Draft Technical Memorandum for CITY and Program
Manager review, and a Final Technical Memorandum describing the results of this
evaluation.
Evaluate Raw Water Terminal Storage Reservoir
1.2.14 Evaluate the raw water terminal storage reservoir located on the water treatment
plant site to determine the advantages and disadvantages of various alternative concepts.
Evaluate various sizes of storage reservoir volume based on maintaining maximum
treatment plant capacity during anticipated low flow periods in the San Marcos River.
USGS and/or TNRCC stream gauge flow records will be utilized. The location and layout
of the proposed reservoir will be identified and analyzed. Environmental, archeological,
4
