Soil borings and investigations win be coordinated with the CITY's <br /> geotechnical consultant. <br /> 1.2.15 Prepare and submit a Draft Technical Memorandum for CITY and Program <br /> Manager review, and a Final Technical Memorandum describing the results of the <br /> evaluation. <br /> Water Treatment Plant Evaluation <br /> 1.2.16 Provide an evaluation of various treatment processes, including (1) high rate <br /> sedimentation processes such as solids contact clarification, tube or plate settlers, and <br /> absorption clarifiers, (2) conventional flocculation/sedimentation, (3) conventional dual <br /> media filtration with air scour and rate of flow controllers, (4) constant rate deep bed filters <br /> with varying depth and influent flow splitting, (5) declining rate constant head filters, and <br /> (6) GAC filters. Evaluate the impact of more stringent federal or state water quality <br /> regulations on the plant layout. In evaluating various treatment processes, the level of <br /> operator training and size of operations staff will be considered. <br /> 1.2.17 Provide an evaluation of several primary disinfectants. The evaluation will assess <br /> (1) suitability of different disinfection chemicals for the San Marcos surface water, (2) ability <br /> to comply with the concentration/contact time (CT) requirements of the Surface Water <br /> Treatment Rule and the Enhanced Surface Water Treatment Rule, and (3) compatibility <br /> with the current groundwater disinfectant. Chlorine, chloramines, chlorine dioxide, and <br /> ozone will be evaluated as primary disinfectants. <br /> 1.2.18 Visit up to three water treatment plants in Texas over a two day period to inspect <br /> various treatment processes, chemical feed methods, plant layouts, instrumentation and <br /> control equipment, staffing requirements, etc. The cost of transportation and lodging for up <br /> to four (4) personnel from the CITY is included. <br /> 1.2.19 Based on the recommended treatment process, develop various basin and building <br /> configurations and layouts including varying number and size of sedimentation basins and <br /> filters. Evaluate various chemical feed alternatives including bulk liquid storage, day tanks, <br /> and different types of chemicals. Evaluate the layout of the high service pump station and <br /> clearwell including constructing a concrete clearwell with the high service pumps mounted <br /> on top of the basin, constructing a separate pump station building, or locating ~he pumps <br /> inside the plant building. <br /> 1.2.20 Develop an overall master site plan outlining the overall development of the plant. <br /> Space will be reserved for future treatment options such as membrane filtration, ozone <br /> generators, or granular activated carbon filters. <br /> 5 <br />
