<br /> IO7E <br /> COMMISSION FOR MINORITIES <br /> Observation: The Commission appears to be functioning smoothly, <br /> with good support from City staff. <br /> Sunset Recommendations: The duties of the Fair Housing Commission <br /> should be combined into those of this commission, and the Fair <br /> Housing Commission should be abolished. <br /> I <br /> \ <br /> CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS <br /> Observation: None, since this board did not meet during the <br /> review period. It only meets on an as-needed basis to hear <br /> appeals under the construction codes. <br /> Sunset Recommendations: None. <br /> EMERGENCY MEn I CAL SERVICES BOARD <br /> Observation: None, since Commission members were unable -to <br /> attend any of the board's meetings during the review period. The <br /> composition of this board has been changed during the past year <br /> under the terms of the EMS contract. <br /> Sunset recommendation: None. <br /> ETHICS REVIEW COMMISSION <br /> Review of CY94 Aqendas/Reports <br /> <br /> The Commission conducted hearings on two formal complaints which <br /> were processed in a very professional manner. Members of the <br /> commission gave unselfishly of their time to ensure that <br /> complainants had ample opportunity to present their concerns. <br /> Minutes of meetings also reflected lengthy discussions with the <br /> city attorney regarding the City's Ethics Ordinances that overlap <br /> or duplicate State Laws. As a result of these discussions several <br /> recommendations were made by the commission to simplify the <br /> language of various ordinances. <br /> Observation: Agenda and packet of information were mailed to <br /> commission members prior to meeting. Chair requested that the <br /> city attorney draft copy of the City Board and Commission Handbook <br /> which pertains to ethics and conflict of interest. Members <br /> suggested various language revisions and then approved the copy. A -- <br /> suggestion was made by one of the commission members that a copy <br /> of the handbook be mailed to new members with the mayor's letter. <br /> Chair person conducted meeting in a professional manner. <br /> Presentations made by the staff were well organi-zed. <br />
