<br /> IO7F <br /> Sunset recommendations: It is recommended that a copy of the <br /> Orientation Handbook for new board and commission members, <br /> including an explanation of ethics regulations, be mailed with the <br /> Mayor's letter announcing the appointment of the person. A review <br /> of the attendance record for members serving on this commission <br /> during CY 94, was noted that two to three members were absent each <br /> meeting, therefore it is recommended that the schedule for <br /> meetings be changed or greater emphasis on the importance of <br /> attendance at each meeting be directed. <br /> HISTORIC PRESERVATION COMMISSION <br /> Observations: Meeting attended May 4, 1995. The Commission <br /> appears to be performing a useful function in the protection of <br /> the three historic districts. The Commission seems to become <br /> overly concerned with details, however, in its consideration of <br /> individual cases. <br /> Sunset recommendations: None. <br /> HOMAN SERVICES ADVISORY BOARD <br /> Observation: Members of this board spend an exceptional amount of <br /> time in performing their duties and responsibilities as designated <br /> by the City Code of Ordinances, i.e. reviewing applications from <br /> agencies requesting operational funds from the city, conducting <br /> site visits to these agencies to evaluate their need for city <br /> funding, conducting hearings for the press and general public <br /> regarding the allocation of funding for the various agencies and <br /> then presenting their recommendation to the city Council for <br /> awarding funds to the different agencies. Fourteen agencies <br /> requested city funds for budget year 1994-1995 and the board <br /> recommended awarding a total of $202,550. Eleven of the agencies <br /> received less than they requested and. three received the amount <br /> requested. It is noted that two members of the Human Services <br /> Advisory Board are serving on the agency boards that received the <br /> full level of requested funding. <br /> Board members are to be commended for spending an inordinate <br /> amount of time in providing a valuable service to the City <br /> Council. <br /> Sunset recommendations: The City Council should establish a <br /> policy on appointing members to the Human Services Advisory Board <br /> to insure that no conflict of interest occurs because a member is <br /> serving on an agency board seeking city funds. <br /> In the event the appointment policy is not changed, it is strongly <br /> recommended that HSAB procedures be developed to prohibit HSAB <br /> members serving on boards seeking city funds from evaluating their <br /> own agency board operations and voting on the approval of funding <br /> for that agency. <br /> ~ <br />
