l(t'fli

July 24, 1995

Texas Department of Transportation
Director of District Transportation Planning and Development
P.O. Drawer 15426
Austin, Texas 78761-5426

Dear TxDOT Planners:

The San Marcos city council has adopted the enclosed resolution
stating our priorities for the Rural Transportation Improvement
Program of the' Texas Department of Transportation projects in the
San Marcos area. We want to emphasize strongly our desire that
the listed projects be undertaken by TxDOT as expeditiously as
possible.

The projects ranked in order of importance are as follows:

1. Railroad Overpass/
conflicts
2. Highway 123/ FM 621
3. Centerpoint Overpass
4. Hunter Road Widening

correction of at-grade

.rail

traffic

Intersection Realignment
Widening
to Five Lanes

As we have stated in previous hearings, the need for a railroad
overpass/ correction of at-grade rail traffic conflicts in San
Marcos is a serious matter of public health and safety. San Marcos
has some 29 railroad crossings over major and minor streets. Our
community continues to be at risk from the increasing train
traffic and the lack of access fqr emergency vehicles when
crossings are blocked by frequent trains.

As an al ternati ve to an overpass, our community has proposed the
railroad relocation project in conjunction with FM Loop 110 east
of San Marcos. Both local government and citizen organizations
have expressed strong support for the relocation project. We urge
TxDOT staff and the commission to place the highest priority on
this project. At this point, neither the railroad overpass project
nor the relocation proposal appear on the Rural TIP, even though
the railroad issue remains the top priority for Hays County, as
well as the city of San Marcos. We are disappointed that this
urgent matter has not yet been listed as a TxDOT project.

The City of
for several

San Marcos has
years to reach

worked with
agreement on

TxDOT
the

and a neighborhood
realignment of the

City Hall. 630 East Hopkins.
