Habitat Conservation Plan program funding; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 14.Consider approval of Resolution 2012 -149R approving an interlocal agreement with the University of Houston -Clear Lake for native wild rice and native aquatic plant enhancement in the amount of $622,813.00 contingent upon the Edwards Aquifer Authority's approval of an interlocal agreement with the City for Aquifer Habitat Conservation Plan Program funding; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 15.Consider approval of Resolution 2012 -150R, approving an agreement between the City and Recreation & Planning, Inc. for the provision of professional engineering services in connection with the River Bank Stabilization and Permanent Access Points Proiect in an amount not to exceed $172,000.00 contingent upon the engineer's provision of sufficient insurance in accordance with the attached agreement and the Edwards Aquifer Authority's approval of an interlocal agreement with the City for Aquifer Habitat Conservation Plan Program funding; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 16.Consider approval of Resolution 2012 -151R, awarding a contract to Heritage Tree Care, LLC for riparian removal and planting in the estimated amount of $537,404.05 contingent upon the bidder's timely submission of sufficient insurance in accordance with the City's bid documents and the Edwards Aquifer Authority's approval of an interlocal agreement with the City for Aquifer Habitat Conservation Plan Program funding; authorizing the Purchasing Manager to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date. 17.Consider approval of Resolution 2012 -152R awarding an annual contract to Pristine Texas Rivers, Inc. for the management of floating vegetation and litter in the estimated annual amount of $48,798.10 contingent upon the bidder's timely submission of sufficient insurance in accordance with the City's bid documents and contingent upon the Edwards Aquifer Authority's approval of an interlocal agreement with the City for Aquifer Habitat Conservation Plan Program funding; approving the establishment of a separate contingency amount of $12,199.52 to be used if necessary to meet the objective of the conservation measure; and authorizing the Purchasing Manager to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date. MOTION: Upon a motion made by Council Member Thomaides and a second by Council Member Scott, the City Council voted seven (7) for and none (0) opposed, to approve the consent agenda with the exception of items 11 and 17 which were considered separately. The motion carried. (11) MOTION: Upon a motion made by Council Member Thomaides and a second by Council Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve, Resolution 2012 -146R, as previously captioned. The motion carried.
