Scott McGeHee, 624 Pioneer Trail, addressed the Council regarding how 52 other home owners <br />are upset about the Lazy Oaks Development. He stated that this development is going over the <br />most sensitive area on Ranch Road 12. He continued by stating that he believed traffic will <br />increase by 6000 vehicles and that can't be safe. Lazy Oaks as it sits right now is not a good <br />idea. <br />Jaimy Breihan, 134 E. Hillcrest, addressed the Council regarding the Lazy Oaks project and the <br />additional wastewater capacity that will be needed, and that it is in a very sensitive area. He <br />stated that he was bothered by the vesting requirement in the agreement. <br />Lila Knight, 1701 N Burleson, Kyle, TX, addressed the Council regarding the floods of 1970 and <br />1998. Purgatory creek provides a significant risk to the west side of San Marcos. She continued <br />by explaining how the damming system works. She stated that two dams work in unison; dam 4 <br />holds back water on Lazy Oaks Ranch. If number 5 fails due to the increased runoff due to the <br />increased impervious surface then it would be devastating. The hydrology will be changed with <br />development in that area. <br />Dianne Wassenich, 11 Tanglewood, addressed the Council to steer development to appropriate <br />areas of San Marcos. Development should not be occurring in this sensitive recharge zone. <br />There are always leaks in the wastewater lines, you read about it all the time in SA. Ask for <br />special safety precautions on lines like this along the recharge zone. The Comp Plan will have <br />their water quality reports back soon and asked the Council to wait and review those and review <br />the science prior to making a decision on this development. <br />Mike Bansity, Pioneer Trail, addressed the Council regarding the Lazy Oaks development <br />agreement and stated that nothing good could come from this and the increase of population out <br />there in this area. He stated that he is concerned with the destruction of the Texas Hill country. <br />Anita Fuller, 1951 Hunter Rd, addressed the Lazy Oaks development agreement asking that the <br />Council approve this agreement. For too long this community has cried out for more single <br />family development and no more multifamily development. The City should want this type of <br />development of homes in this area, and asked that the Council consider this agreement and work <br />out the issues and reach compromises. <br />There being no further comments; the public hearing was closed at 9:31 p.m. <br />Non Consent Agenda <br />21.Consider approval of Ordinance 2012 -50, on the second of two readings, amending the <br />San Marcos City Code, Subpart C, the San Marcos SmartCode, by modifying Lighting <br />Standards and Sign Standards, adding Downtown Architectural Standards, and adding <br />an Appendix with Downtown Design Guidelines; including procedural provisions; and <br />providing an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomason, MOTION TO AMEND: Upon a motion made by Council Member <br />
