Mr. Montoya <br />stated he feels this amendment would raise the price of modular homes. He <br />stated these restrictions could mean the difference whether someone can <br />afford a home. He also stated he feels these restrictions would cause <br />additional Staff time to regulate. Mr. Mihalkanin stated he feels this <br />amendment would not cause additional Staff time. He also stated he does <br />not want to prohibit someone from getting a home, but feels Council is <br />trying to address the concerns regarding the value of homes. Mr. <br />Thomaides stated he feels this amendment would help make houses fit in <br />neighborhoods. He stated he supports the exterior features amendment. On <br />roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither and Taylor. <br /> <br />NAY: <br /> <br />Montoya and Diaz. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Thomaides stated he feels the proposed landscaping amendments would <br />apply to all single family homes. The Council then voted for the <br />Ordinance on emergency. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither and Taylor. <br /> <br />NAY: <br /> <br />Montoya and Diaz. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY INCREASING THE HOURS OF TIME-RESTRICTED <br />PARKING ALONG ALAMO, HARVARD, YALE AND ORCHARD STREETS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Thomaides seconded the motion. Mayor Habingreither stated someone has <br />signed up to speak on this item. Mr. Gene Bourgeois stated he is a member <br />of the neighborhood association who support the request to modify the tow- <br />away from 8:30 A.M. to 8:00 P.M. He stated there is a continuing problem <br />with student parking once the recreation center opened. He also stated <br />this is a narrow street and with the parking on the street, it makes it <br />difficult for emergency vehicles to travel down the street. Mr. Thomaides <br />stated he supports this neighborhood request to extend the tow-away hours. <br /> <br /> <br />
