August 25, 2003 Page 5 foundation fascia compatible with the single-family dwellings located within 500 feet of the lot on which the industrialized housing is proposed to be located if 51% of the single-family dwellings located within that 500 foot area share an architectural style encompassing the above listed exterior features, and Ms. Narvaiz seconded the motion. Mr. Montoya stated he feels this amendment would raise the price of modular homes. He stated these restrictions could mean the difference whether someone can afford a home. He also stated he feels these restrictions would cause additional Staff time to regulate. Mr. Mihalkanin stated he feels this amendment would not cause additional Staff time. He also stated he does not want to prohibit someone from getting a home, but feels Council is trying to address the concerns regarding the value of homes. Mr. Thomaides stated he feels this amendment would help make houses fit in neighborhoods. He stated he supports the exterior features amendment. On roll call the following vote was recorded: AYE: Narvaiz, Thomaides, Mihalkanin, Habingreither and Taylor. NAY: Montoya and Diaz. ABSTAIN: None. Mr. Thomaides stated he feels the proposed landscaping amendments would apply to all single family homes. The Council then voted for the Ordinance on emergency. On roll call the following vote was recorded: AYE: Narvaiz, Thomaides, Mihalkanin, Habingreither and Taylor. NAY: Montoya and Diaz. ABSTAIN: None. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY INCREASING THE HOURS OF TIME-RESTRICTED PARKING ALONG ALAMO, HARVARD, YALE AND ORCHARD STREETS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Thomaides seconded the motion. Mayor Habingreither stated someone has signed up to speak on this item. Mr. Gene Bourgeois stated he is a member of the neighborhood association who support the request to modify the tow- away from 8:30 A.M. to 8:00 P.M. He stated there is a continuing problem with student parking once the recreation center opened. He also stated this is a narrow street and with the parking on the street, it makes it difficult for emergency vehicles to travel down the street. Mr. Thomaides stated he supports this neighborhood request to extend the tow-away hours.
