<br /> 'f(IK <br /> RECOMMENDA TIONS <br /> 1 Provide facilities and programs for offenders: As mentioned in the <br /> introduction of this report, members of the Task Force believe that youth must learn <br /> ~ - to be accountable for their actions. The creation of a Juvenile Detention Facility, will <br /> make it possible to apply consequences to help youth learn accountability. Members of the <br /> Task Force encourage the County to provide programming within the facility, such as that <br /> in the Maclaren School in Portland, Oregon. This facility has rigorous counseling <br /> regimens focused on juvenile gang members, with a mix of individual and group <br /> counseling aim~d at developing positive self image, cultural pride, job skills, <br /> communication skills, and the ability to accept responsibility for one's own actions. It <br /> prepares participants to avoid involvement with gangs when released. It is recommended <br /> that the County call on existing community agencies to collaborate in the provision of these <br /> services. <br /> . i <br /> 2 Provide facilities and programs for positive youth involvement: The <br /> City has a building, and funding for programming for a Youth Activity Center. As <br /> the saying goes "Just do it!" The Task Force would, additionally, encourage <br /> aggressive programming for youth at the newly approved City Activity Center; and asks <br /> that City and County governments continue their [mancial support of agencies and activities <br /> which provide opportunities for positive youth involvement. <br /> 3 Institute foot patrol downtown and iu parks: The presence of an officer <br /> makes a difference in the safety and security of an area. In addition, an officer on <br /> foot is much more approachable than one in a patrol car. This would make it easier <br /> to develop relationships between the officers and the people in the areas being patrolled <br /> (including youth in gangs or at risk of becoming involved). <br /> 4 Create a Curfew: The question of curfew has been well-researched and <br /> recommended to the City by other groups. While it is understandable that City <br /> Council would like to see how court challenges to curfews in other cities are <br /> resolved, the Task Force would be remiss if it failed to encourage the Council to implement <br /> this strategy.
