<br /> 96# <br /> -2- <br /> (e) A five-part Non-Hazardous Special Waste Manifest form <br /> shall be utilized to track liquid wastes delivered to <br /> the City pretreatment facility. The manifest shall be <br /> completed by the waste hauler. A copy of the manifest <br /> shall be presented to the waste generator. The <br /> original and one copy of the manifest shall be <br /> presented to the pretreatment facility operator upon <br /> arrival. A copy of the manifest signed by the .- <br /> pretreatment facility operator shall be returned by the - .- <br /> waste hauler to the waste generator within 30 days, <br /> with the remaining manifest copy retained by the waste <br /> hauler. Each load of liquid waste delivered shall have <br /> a single origin and a single manifest. <br /> (f) The Director of Public Works may suspend or revoke an <br /> existing registration based upon good cause, including, <br /> without limitation, any of the following: <br /> 1. Any violation of the rules pertaining to haulers <br /> of liquid waste. <br /> 2. Delivery of unsuitable wastes to the pretreatment <br /> facility. . <br /> 3. The provision of false or misleading information on <br /> any manifest. <br /> SECTION 3. SEWER SURCHARGE FEES. <br /> (a) Fees Imposed; Purpose. <br /> Non-residential users of the City sanitary sewer system <br /> are subject to surcharge- fees under this section. The <br /> purpose of surcharge fees is to encourage users who <br /> have higher levels of pollutants in their sewage waste <br /> than those contained in normal domestic waste to <br /> install or modify their pretreatment facilities, or to <br /> modify their process operations in order to reduce the <br /> pollutant levels in their sewage waste. <br /> (b) Exclusions from Required Sampling. <br /> (1) The following types of non-residential users will <br /> not be subject to periodic sampling of their sewer <br /> discharges under subsection (c) below, or to <br /> testing fees under subsection (e) below, if their <br /> discharge originates only from sanitary <br /> conveniences, and if they do not share a common <br /> water or sewer service line with any type of user <br /> not listed below: <br /> (A) Offices <br /> (B) Retail stores <br /> (2) These types of users will, however, be subject to <br /> random grab sampling of their waste discharges. <br /> If the result of a grab sample exceeds 400 mgjl, <br /> the user will be required to follow the procedure <br /> described in subsection (e) (3) below for possible <br /> placement on the surcharge participant list. If <br /> the user is placed on the list, the user will be <br /> subject to required interval sampling thereafter <br /> under sUbsection (c) below. <br /> (c) Initial Sampling; Sampling Intervals. <br />
