' <br /> The 1990 Texas Outdoor Recreation, Assessment and Policy Plan has <br /> i';ientified that trail mile needs in Region 12 ranks as third <br /> h~ghest need. This project, if approved, will provide 1.003 <br /> additional miles of trails in Region 12. <br /> 11. Describe the degree to which the project will stimulate economic development in the <br /> ar ca to be scrv cd. <br /> Interest in the San Marcos River Corridor plan from the San Marcos <br /> Chamber of Commerce, the San Marcos Economic Development Council, <br /> and the San Marcos Convention and Visitors Bureau attests to the <br /> economic development of the area. The San Marcos River's beauty <br /> and water qualities attract numerous visitors from allover Texas. <br /> The completed trail system will allow these visitors to access the <br /> various surrounding commercial interests in a controlled manner. <br /> The San Marcos Economic Development Council has estimated that <br /> approximately 45,000 visitors a year are attracted to the San <br /> Marcos River. The proposed trails will enhance the overall San <br /> Marcos economic development by providing addi.tional necessary <br /> facilities. <br /> 12. Describe the degree to which the project will provide eduCJltional and/or <br /> interpretational benefitS of natural resources. cultural resources and/or trail safety and <br /> eriqu~ttC. <br /> The San Marcos river is a unique environment. Located in the exact <br /> center of an urban area, the pristine waters house four endangered <br /> species. The quality of the water attracts thousands of visitors <br /> a year for swimming, scuba diving and tubing. A balance between <br /> these two seemingly opposing uses needs to be established and <br /> maintained. It has been recognized that it is important to control <br /> , the access to the river and to provide limited access at points <br /> where the river is not negatively impacted. The proposed trails <br /> will serve to control and limit the access to those areas, while <br /> .. showcasing the existing flora. <br /> The trails and the river are currently used by the Southwest Texas <br /> State University for classes in botany, aquatic studies and other <br /> similar classes. <br /> TRTF5/13f)3 Exhibit A-13 <br />
