lot¡ If 1..4.1. TASK 1.- PRE-COORDINATION, REVIEW OF DATA, PUBLIC INFORMATION Prior to initiation of detailed analysis leading to the assessment of the environmental consequences of the proposed project¡ the CONSULTANT will validate all aspects of the proposed project which may have environmental implications with the CITY, the FAA, and users, if appropriate. During the scoping session the CONSULTANT will be responsible for the following: (a) The development of work plans¡ confirmation and modification of the scope of the project. (b) Development of a detailed schedule, including public meetings¡ reporting, notice requirements, etc. (c) Review of activity forecasts (aircraft mix, activity levels, peaking characteristics¡ vehicular traffic). (d) Identification of environmentally significant ground operations characteristics, including refueling activities, taxiing distances and times, etc. (e) The preliminary coordination requirements with Federal and local agencies, and entities¡ such as the CITY, FAA, etc. (f) Establishment of project management protocols¡ communications, graphic and report formats, etc. Upon approval of the final scope of work and schedule by the CITY¡ the CONSULTANT will initiate Tasks 2 through 20 in accordance with the approved schedule. 1.4.2 TASK 2 - ALTERNATIVES ANALYSIS Because of the complexity of the issues surrounding the development of the proposed proj ect, the CONSULTANT will prepare an analysis of alternatives considered. A preliminary analysis of alternatives will be developed by the CONSULTANT; as the environmental consequences are fully analyzed and individually assessed, an additional analysis of each alternative will be accomplished by the CONSULTANT into the context of a fuller understanding of the proposed project, and its environmental, and operational implications. The CONSULTANT will prepare a written summary description of each viable alternative considered, which will briefly discuss and define specific issues and considerations of each. 1.4.3 TASK 3 - PURPOSE AND NEED, AFFECTED ENVIRONMENT The CONSULTANT will prepare a Statement of Purpose and Need¡ addressing the Federal Actions¡ and the timeframe of the actions, in accordance with paragraph 47E FAA Order 5050.4A. The Statement will include documentation of the need from the recent Master Plan Update study, including current and projected activity statistics. -9-
