TASK 1.- PRE-COORDINATION, REVIEW OF DATA, PUBLIC INFORMATION <br /> Prior to initiation of detailed analysis leading to the assessment <br /> of the environmental consequences of the proposed project¡ the <br /> CONSULTANT will validate all aspects of the proposed project which may <br /> have environmental implications with the CITY, the FAA, and users, if <br /> appropriate. <br /> During the scoping session the CONSULTANT will be responsible for <br /> the following: <br /> (a) The development of work plans¡ confirmation and modification <br /> of the scope of the project. <br /> (b) Development of a detailed schedule, including public <br /> meetings¡ reporting, notice requirements, etc. <br /> (c) Review of activity forecasts (aircraft mix, activity levels, <br /> peaking characteristics¡ vehicular traffic). <br /> (d) Identification of environmentally significant ground <br /> operations characteristics, including refueling activities, <br /> taxiing distances and times, etc. <br /> (e) The preliminary coordination requirements with Federal and <br /> local agencies, and entities¡ such as the CITY, FAA, etc. <br /> (f) Establishment of project management protocols¡ <br /> communications, graphic and report formats, etc. <br /> Upon approval of the final scope of work and schedule by the CITY¡ <br /> the CONSULTANT will initiate Tasks 2 through 20 in accordance with the <br /> approved schedule. <br /> 1.4.2 TASK 2 - ALTERNATIVES ANALYSIS <br /> Because of the complexity of the issues surrounding the <br /> development of the proposed proj ect, the CONSULTANT will prepare an <br /> analysis of alternatives considered. A preliminary analysis of <br /> alternatives will be developed by the CONSULTANT; as the environmental <br /> consequences are fully analyzed and individually assessed, an <br /> additional analysis of each alternative will be accomplished by the <br /> CONSULTANT into the context of a fuller understanding of the proposed <br /> project, and its environmental, and operational implications. <br /> The CONSULTANT will prepare a written summary description of each <br /> viable alternative considered, which will briefly discuss and define <br /> specific issues and considerations of each. <br /> 1.4.3 TASK 3 - PURPOSE AND NEED, AFFECTED ENVIRONMENT <br /> The CONSULTANT will prepare a Statement of Purpose and Need¡ <br /> addressing the Federal Actions¡ and the timeframe of the actions, in <br /> accordance with paragraph 47E FAA Order 5050.4A. The Statement will <br /> include documentation of the need from the recent Master Plan Update <br /> study, including current and projected activity statistics. <br /> -9- <br />
