The CONSULTANT will provide recommendations for mitigation of possible negative impacts and enhancement of possible positive impacts. 1.4.8 TASK 8 - AIR/WATER QUALITY The CONSULTANT will conduct an air quality analysis based upon the most recent special methodologies developed during recent studies in the Houston metropolitan area, particularly with regard to photochemical oxidants (ozone), modeling of automobile traffic associated with the development, and the assessment of pollutants resulting from aircraft refueling operations. In order to be certain that all significant issues are fully considered when the draft assessment is formally coordinated, the CONSULTANT will consult with the FAA, the U.S. Environmental Protection Agency ( II EPA "), and the Texas Natural Resource Conservation Commission ("TNRCC") and will incorporate their recommendations into the basic and primary analysis used in preparation of the draft environmental assessment. CONSULTANT will evaluate air quality by estimating the pollutant impacts of the proposed project in terms of existing and forecast operations. These estimates will be evaluated against ambient levels of required methods of controlling or minimizing pollutants. . The CONSULTANT will examine impacts on water quality and will include sufficient descriptions of design, mitigation measures, and construction controls applicable to the proposal to demonstrate that State water quality standards and any Federal, State and local permit requirements can be met. Such factors as storm and sanitary sewer design, requirements for additional water supplies or waste treatment capacity, erosion controls to prevent siltation, provisions for containing fuel spills and waste water from aircraft washing, designs to preserve existing drainage or to minimize cut and fill, and location with regard to an aquifer or sensitive ecological areas will be addressed. CONSULTANT will pay special attention to possible impacts on fish and wildlife habitats in this examination. 1.4.9 TASK 9- DEPARTMENT OF TRANSPORTATION, SEcrION 4 (f) HISTORI CAL, ARCHITECTURAL, ARCHAEOLOGICAL AND CULTURAL IMPAcr The CONSULTANT will determine whether any public parks, recreation areas, wildlife and water fowl refugesr and historic sites or other areas of natural scenic beauty of local, stater or national significance will be affected by the proposed project. Areas of historicalr architecturalr archaeological and cultural significance that may be affected by the proposed project will be identified by the CONSULTANT using nationalr state, and local records and agencies, and a search of the area by a qualified archaeologist.
