<br /> 1/;'1 <br /> CONSULTANT will provide recommendations to eliminate or minimize the <br /> adverse impacts. <br /> 1.4.10 TASK 10- BIOTIC COMMUNITIES (INCLUDING BOTH FLORA AND <br /> FAUNA) /ENDANGERED AND THREATENED SPECIES OF FLORA AND FAUNA <br /> The CONSULTANT will assess the impact of the proposed project and <br /> secondary impacts upon biotic communities and prepare a biological <br /> assessment survey. The CONSULTANT will include the survey as a part of <br /> the Environmental Assessment report and will coordinate with the <br /> appropriate State and Federal agencies. <br /> Under Section 7 of the Federal Endangered Species Act, any <br /> :=ndangered or threatened species of flora and fauna identified during <br /> the biological and botanical surveys of the proposed development will <br /> :)e carefully evaluated and the potential or probable impacts of the <br /> proposed project on their habitat or existence will be assessed by the <br /> CONSULTANT. Should such species be determined to exist, and upon <br /> written authorization by the CITY, the CONSULTANT will fully coordinate <br /> and cooperate with the appropriate agencies, including U.S. Fish and <br /> wildlife Service, and the Texas Parks and wildlife Commission to <br /> develop a mitigation plan that will meet the requirements of the <br /> various agencies involved. The cost for such a mitigation plan will be <br /> in addition to basic fees for the basic assessment described herein and <br /> payment for this service will be made in conformance with Section 1.5 <br /> of this Agreement. <br /> 1.4.11 TASK 11- NATURAL RESOURCE CONCERNS/LIGHT EMISSIONS <br /> i <br /> Under this task, the CONSULTANT will address seven specific <br /> environmental consequences listed in FAA Order 5050.4A. The <br /> consequences to be addressed are: Wetlands, Floodplains, Coastal Zone <br /> Management Program, Coastal Barrier, Wild and Scenic Rivers, Prime and <br /> Unique Farmland, and Energy Supply and Natural Resources. <br /> The CONSULTANT will evaluate the annoyance and impact of proposed <br /> airfield and runway lighting on the surrounding communities. If <br /> negative impacts are determined to exist, the CONSULTANT will suggest <br /> neasures to lessen or eliminate the problems. <br /> 1.4.12 TASK 12- SOLID WASTE IMPACTS/CONSTRUCTION IMPACTS <br /> The CONSULTANT will determine whether a significant amount of <br /> additional solid waste will be produced as a result of the proposed <br /> project. If so, the CONSULTANT will identify applicable Federal, State <br /> and local regulations, and suggest alternatives, for disposal of the <br /> solid waste. <br /> The CONSULTANT will evaluate the short and long-term impacts of <br /> the construction of the proposed project. The CONSULTANT will estimate <br /> the extent of these impacts and will suggest mitigation to lessen the <br /> impacts, if appropriate. <br /> -12- <br />
