<br /> 78C- <br /> -4- <br /> (a) provide, at no cost to the City, emergency dispatcher <br /> training to all City dispatchers at the Department of <br /> Transportation minimum level; <br /> (b) provide first responder medical equipment to be placed <br /> on four (4) first responder City Fire Department <br /> vehicles, and additional first responder medical <br /> equipment to be placed on County vehicles at the <br /> discretion of the EMS Board, all at EMS's expense; and <br /> (c) provide direct communications with City dispatch <br /> facilities via two-way radios in each ambulance. <br />4.11. EMS, through the EMS Board, will select and contract with a <br />physician in Hays County to provide the services of Medical Director. <br />The new members of the EMS Board will make a selecti;on of an initial <br />Medical Director by November 1, 1994. The Medical Director will have <br />authority and responsibility for medical care and medical quality <br />assurance, and will provide professional direction relative to <br />protocols, training requirements, and other matters relating to the <br />quality of service of EMS. <br />4.12. EMS will agree to accept Medicare assignment and will provide <br />to the City itemized charges and fees and how those fees/charges apply <br />to EMS's Medicare Profile. <br />4.13. The City Council of the City and the Commissioners Court of the <br />County will have approval authority over all fees, patient charges, and <br />rate structures for services provided by EMS. <br />4.14. EMS will maintain a business office within the City to deal <br />with customer complaints and billing questions, and to provide a <br />customer payment location. <br />
