<br />J8F- <br /> <br />1,1.6. to protect water quality of the Aquifer and prevent degradation; <br /> <br />1.1.7. to prevent waste; and <br /> <br />1.1.8. to increase public education and awareness concerning the Aquifer. <br /> <br />1.2. The water management strategies contained in this Contract are based on the <br />following principles: <br /> <br />1.2.1. to preserve local control and elected representation within the three <br />Districts; <br /> <br />1.2.2. to fInance new or alternative water supplies on the basis of "whoever <br />benefits - pays. " <br /> <br />1.2.3. .to preserve property rights; <br /> <br />1.2.4. ~o provide regional water management coordination and cooperation; <br /> <br />1.2.5. to provide incentives to reduce non-essentia1, inefficient uses of Aquifer <br />water; <br /> <br />1.2.6. to provide incentives to increase supplies through cost-effective methods; <br />and <br /> <br />1.2.7. to ensure adequate and fair funding mechanisms. <br /> <br />2. DEFINmONS. <br /> <br />The following terms contained in quotations shall have the following meanings for the <br />purpose of this Contract: <br /> <br />"Beneficial Use" shall have the meaning assigned by Texas Water Code 9 52.001 <br />or Section 1.02 of the 1992 Demand Management Plan of the Edwards District, <br />as applicable. <br /> <br />"Endangered Species Act" as codified in 16 U.S.C. SS 1531-1544, as may be <br />amended. <br /> <br />(" <br /> <br />"Waste" shall have the meaning assigned by Texas Water Code S 52.001 or <br />Section 1.02 of the 1992 Demand Management Plan of the Edwards District, as <br />applicable. <br /> <br />- 2 - <br />
