The authority for these requests is 28 CFR 42.106. a. During the past five years, has there been a judicial or administrative finding against the recipient law enforcement agency for a violation of a federal, state or local law prohibiting discrimination in employment or in the provision of services? If so, please provide copies of any judgment, order, consent decree or conciliation agreement relating to such finding. b. Provide a description of the geographic area served by the law enforcement agency; an estimated break-down of the . . . . populat10n served by the reclp1ent law enforcement agency by race and national origin, and an estimate of the proportion of the population served which is non-English speaking. c. For the current work force of sworn personnel in the recipient law enforcement agency, provide a summary of the race, gender, and national origin for all officers. Please note that, under the violent Crime Control and Law Enforcement Act of 1994, COPS grant recipients are required "to the extent practicable, seek, recruit, and hire members of racial and ethnic minority groups and women in order to increase their ranks within the sworn positions in the law - enforcement agency." 8. The funding under this project is for the total number of officers requested in the application OR the number of officers determined in subsequent negotiations with the COPS Office, and may be used to pay only SALARIES AND APPROVED FRINGE BENEFITS for up to three years after the off~cer is sworn in. Funds under this project may only be used for sworn entry level, lateral transfers, or rehired officers. Federal grant funds may not be used to pay costs such as overtime, training, weapons.and ammunition, communication equipment, or vehicles. The recipient agrees to use the grant funds to supplement, not supplant, existing funds. 9. The grant may be terminated, in whole or in part, at any time before the date of completion, by the Department of Justice for the recipient's failure to comply with these terms and conditions, with any of the Assurances submitted with the application or with the project goals, plans, and OJP FORM 4000/2 (REV. 5-87) PREVIOUS EDITIONS ARE OBSOLETE.
