Four (4) members shall be master electricians who <br /> are currently licensed by the city, and who obtained their <br /> licenses through testing in the city. <br /> (b) The voting members of the electrical board shall be <br /> appointed by the city council. Each member shall serve a <br /> term of two (2) years. The electrical board shall elect a <br /> chair from its voting membership. <br /> Sec. 5-137. Powers and duties of the board. <br /> (a) The electrical board shall authorize the issuance of <br /> licenses by the city, and shall suspend licenses and perform <br /> other duties as described in this Article. <br /> (b) The board shall hear appeals and render decisions <br /> upon rulings by the city electrical inspector when required <br /> by this Article. In disposing of an appeal, the electrical <br /> board shall determine if the ruling is in accordance with <br /> this Article. If the ruling is in conflict with the NEC, <br /> the inspector shall not enforce or implement it. If the <br /> ruling is deemed valid, the board may grant a variance which <br /> establishes and maintains effective safety. If the variance <br /> is not granted, the applicant or permit holder shall remove <br /> or remedy the violation. <br /> (c) The board may recommend to the city council <br /> amendments to this Article. <br /> (d) The board shall promulgate rules governing its <br /> meetings and proceedings, subject to the provisions of this <br /> Article. The board shall hold one regular meeting each <br /> calendar month; however, special meetings may be called by <br /> the chair. The board shall hear any citizen, resident or <br /> licensed electrician who comes before the board during any <br /> session. Persons desiring a hearing before the board may be <br /> placed on the agenda by notifying the building official at <br /> least seven (7) days before a scheduled meeting. Persons <br /> not on the agenda will be restricted to five (5) minutes <br /> each for their presentations. <br /> Sec. 1-138. Administrative procedures and records. <br /> (a) Minutes of the board's activities shall be <br /> maintained by a recording secretary selected by the building <br /> official. <br /> (b) A document placed in the minutes must be signed by <br /> the recording secretary to establish its authenticity and <br /> correctness. <br /> (c) The minutes shall be kept in the office of the <br /> building inspection division and shall only be removed by <br /> the recording secretary. <br /> (d) The building official will keep the following <br /> information on file for public inspection: <br /> (1) A copy of the current NEC with amendments. <br /> (2) A copy of all rulings and interpretations of <br /> the board relative to code requirements. <br /> (3) A copy of the oaths of office of each of the <br /> current board members. <br /> (4) A roster of all master electricians having <br /> received city licenses by testing. <br /> (5) A roster of all master electricians having <br />
