<br /> 'If/It <br /> WORK ORDER FOR PROFESSIONAL SERVICES <br /> PHASE I ENVIRONMENTAL SITE ASSESSl\ŒNT <br /> ELECTRIC SUBSTATION SITES <br /> CITY OF SAN MARCOS, TEXAS <br />This work order constitutes authorization by THE CITY OF SAN MARCOS (client) for Jones <br />and Neuse, Inc. (IN) to proceed with the following scope of services as required by the Client: <br /> SCOPE <br />This work order will provide for Phase I environmental site assessments of four electric <br />substation sites located in San Marcos, Hays County, Texas. Services provided by IN will <br />include the following: <br />1. Review topography and geology of the site available in literature to determine types <br /> of soil present, depth to ground water, and locations of nearby water supply wells. <br />2. Complete a public record review at federal, state, and local environmental regulatory <br /> agencies to determine the site's past and present environmental status with respect to <br /> pennits or citations issued and reported accidents or chemical spills. <br />3. Determine the locations of registered National Priority List sites, State Superfund <br /> sites, CERCLA hazardous waste sites, Underground Storage Tank (UST) sites, <br /> Leaking Underground Storage Tank (LUST) sites, and facilities engaged in the <br /> treatment, storage, or disposal of hazardous (RCRA) wastes within one mile of the <br /> site. Additional databases will include: Emergency Response Notification System <br /> (ERNS); Hazardous Materials Incident Report System (HMIRS); Toxic Release <br /> Inventory System (TRIS); Toxic Substances Control Act (TSCA); and PCB Activity <br /> Database (pADS). <br />4. Complete a review of up to five aerial photographs to look for evidence of past <br /> disposal practices. One photograph per decade since 1940 will be examined if <br /> reasonably obtainable. <br />5. Complete a visual inspection of the site to look for evidence of existing environmental <br /> problems including a limited assessment of the surrounding area. Provide video of <br /> current site conditions. <br />6. Conduct limited interviews with public officials or other parties, as available, having <br /> potential knowledge of past or present activities at the site. <br />7. A preliminary verbal report will be submitted to the client within three working days <br /> from the date of contract authorization. A final written report detailing the results <br /> of the reviews and investigations and provide recommendations for additional work, <br /> if required, will be submitted within 10 working days from the date of contract <br /> authorization. <br /> JONES & NEUSE <br />
