If the TFS had provided the subgrantee with $5,000.00, there would have to be $582.00 returned to the TFS. 6.1 Grant Agreements and Certification Requirement ~ a) Grantees approved for financial assistance will enter into a grant agreement with the Texas Forest Service that defines the responsibilities of both parties, and submit a "Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion - Lower Tier Covered Transactions Form" (AD-1048) to receive funds. 7.0 Requirements for Projects That Involve Tree Planting , a) If the trees are to be planted on city or county property, the applicant must provide a resolution from city councilor commissioner's court endorsing the project. b) Liability waiver - The app11cant, as part of the grant agreement, relinquishes the Texas Forest Service from any liability associated with contractors, volunteers, or city employees working on this project. c) There must be a site plan to accompany applications for tree planting projects that adequately describes the project. The plan must conform to municipal or state highway safety codes. d) The grantee must agree to provide maintenance of all planted material for three years. The Forest Service must approve the maintenance treatments and watering schedule. 6
