24. 0OPM Receive a Staff presentation and hold a Public Hearin! to receive comments for or against Ordinance 2013 -10, amendiny. the Official Zoning Map of the City by rezoning 2.18 acres of land, more or less, located at 142 and 148 West Holland Street from SF -6 Single- Family Residential District to TH Townhouse Residential District; includine procedural provisions; and consider approval of Ordinance 2013 -10. Matthew Lewis, Director of Development Services, provided a brief presentation. Mayor Daniel Guerrero opened the public hearing at 8:51 p.m. Mark Jensen, San Marcos, provided a written statement. Dianne Wassenich, San Marcos, addressed that Council and asked them to deny this request. Jim Garber, San Marcos, addressed the Council and stated that the entire Planning and Zoning Commission denied this request He asked the Council to deny this request. Melissa Derrick, San Marcos, addressed the Council and asked that the Council deny this request. She echoed Dr. Garber's sentiments. Paul Ginsberg, 323 W Holland, addressed the Council and asked that the Council deny this request. Jay Heibert, San Marcos, addressed the Council and asked the Council to please deny this request. Beth Rollins, Holland St, San Marcos, addressed the Council regarding the rezoning request and asked the Council to deny this request. She stated her concerns about the approval of this project, and that the balance of student housing, families and retirees. Jennifer Jensen, San Marcos, addressed the Council and asked that the Council deny this request. David Wendel, 118 E. Holland, addressed the Council and asked them to deny this request. Greg Folster, San Marcos, addressed that Council and asked them to deny this request. Jaimy Breihan, San Marcos, addressed the Council regarding the super majority requirement that will be needed to approve this project, and asked them to deny this request. There being no further comments; the public hearing was closed 9:16 p.m. MOTION TO DENY: Upon a motion made by Council Member Porterfield and a second by Council Member Prather, the City Council voted seven (7) for and none (0) opposed, to deny Ordinance 2013 -10, as previously captioned. The motion carried unanimously.
