Bridget Alexander, <br />an attorney associated with Andrew Gary, spoke in opposition to this <br />annexation. Mrs. Norris moved to have first reading of this item on the <br />March 9th agenda. Mr. Cavazos seconded the motion. Mr. Tarbutton moved <br />to table this item until the outcome of the bond program is known. Mr. <br />Brown seconded the motion. On the motion to have first reading on March 9th, the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Cavazos, James, Kraus, Norris <br /> <br />NAY: <br /> <br />Brown, Tarbutton <br /> <br />ABSTAIN: <br /> <br />Stokes <br /> <br />The Mayor introduced for consideration an Ordinance on emergency increasing <br />the deposit for utility service read in its entirety, the caption of which <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 30-7 OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, <br />TEXAS TO INCREASE THE AMOUNT CHARGED FOR A DEPOSIT FOR UTILITY <br />SERVICE FROM THE CITY OF SAN lfillRCOS AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance on emergency. <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Tarbutton <br /> <br />The Mayor introduced for consideration an Ordinance on emergency providing <br />for the submission of amendments to the San Marcos City Charter, read in <br />its entirety, the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />PROVIDING FOR THE SUBMISSION OF AJ1ENDMENTS TO THE SAN MARCOS CITY <br />CHARTER; SETTING THE DATE FOR THE ELECTION AT WHICH SAID M4ENDMENTS <br />SHALL BE SUBMITTED AND DECLARING EN EMERGENCY. <br /> <br />Mr. Cavazos moved to table this item until the March 6th deadline to see <br />if a reply is received from the Justice Department. Mrs. Norris seconded <br />the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration plans for a fire substation. Jack <br />Lackey, from Lawrence D. White Associates, Inc., addressed the Council with <br />their proposals. The City Manager stated that the bond program or the City <br />issuing certificates of obligation could make up the difference between the <br />available funds and the cost of the project. Mr. Stokes moved to proceed <br />with Scheme #1. Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on first reading <br />granting a three year franchise to River Taxi Service, read in its <br />entirety, the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, <br />GRANTING TO RIVER TAXI SERVICE A FRANCHISE FOR THREE YEARS TO OPERATE <br />AND MAINTAIN A TAXI SERVICE WITHIN THE CORPORATE LIMITS OF SAID CITY <br />FOR THE PURPOSE OF TRANSPORTING PERSONS USING INNERTUBES ON THE SAN <br />MARCOS RIVER; PRESCRIBING THE TERMS, CONDITIONS, OBLIGATIONS AND <br />LIMITATIONS UPON WHICH FRANCHISE SHALL BE EXERCISED AND SETTING AN <br />EFFECTIVE DATE. <br />
